The uteachers blog wishes to bring to the notice of the University academics that UGC Circular No. 956 has not been removed yet.

A letter by the Vice Chairman of the UGC has been faxed to the Vice Chancellors stating that UGC Circular No. 956 has been removed. However that letter is not a UGC circular and does not specify the effective date.

I believe that the removal of 956 (I think its 956 not 965) is essential before resuming duties. The TU action was suspended on the understanding that it would be removed BEFORE we begin normal functioning. 956 infringe on the AUTONOMY of the academic and is more detrimental than a salary increase. Hence all sister unions should INSIST that we will not resume duties till it is removed or that we RESUME TU action till it is removed. Also, no HEADS should withdraw the original letters of resignations because they were not accepted due to 956!! Let the VC's and councils deal with that issue.
If the darn thing has not been removed, why did WE cease the TU action to begin with? Otherwise, the announcement should have been made strictly conditional so that our action is ONLY WITH EFFECT from the date of removal of 956, and issuance of other circulars if any. I do not mean to blame any for hasty decisions, but a clear guideline and a plan would help maintain a unified approach to achieve what is missing.
While the circular 956 is in force if heads resume duties it would not be possible to resign from the post to resume the TU action in case if the authorites fail to implement the interim proposals. Therefor, FUTA should seek legal advice and inform the sister unions the proper procedures to follow.
It is unfortunate that FUTA again trusted promises given by the GV. GV had broken promises given to FUTA several occasions in the past. Without having any written statement on salary issue and before removing circulars, why FUTA was in hurry. Did someone/s want to betray the FUTA
A UGC circular can only be withdrawn either by issuing another circular or a circular letter, a letter faxed by the Vice chairman has no validity
