සරසවි ගුරු -ශිෂ්‍ය සබඳතා පිළිබඳ ගැටලුව සහ සිවිල් සමාජය තුළින් මතුවන සයිබර් මැරකම්

කුමුදු කුසුම් කුමාර

මේ සිදුවෙමින් පවතින්නේ කුමක් ද? මා මෙය දකින්නේ සිවිල් සමාජ සහ රාජ්‍ය නොවන ආයතන සහ මානව අයිතිවාසිකම් සහ ප්‍රජාතන්ත්‍රවාදී අයිතිවාසිකම් රැකීමට යැයි අධ්‍යාපනය දෙන ශාස්ත්‍රාලීය ව්‍යුහ සහ ඇමෙරිකානු රාජ්‍ය ශිෂ්‍යත්ව අරමුදල් ලාභීන් තුළින්ම විසම්මුතිය මර්ධනය කිරීමේ හරයෙන් ෆැසිස්ට්වාදී වන ලක්ෂණ මතුව ඒමයි. අප මෙය වටහා ගන්නේ කෙසේද? මා යෝජනා කරන්නට කැමැත්තේ මෙය පවත්නා දේශපාලන තත්වයන් තුළ ඉහත සඳහන් කළ ආයතන ව්‍යුහයන්හි ලිබරල් සීමාවන් හෙළිදරව් වීමෙහි ප්‍රථිඵලයක් ලෙස මෙම ආයතන තුළට එන්න එන්නම වාම රැඩිකල් කොටස් ඇතුළු කර ගැනීමෙහි ප්‍රථිඵලයක් බවයි. වෙනත් අයුරකින් කියතොත් මෙම ලිබරල් ආයතන ව්‍යුහයන්ට අලුතින් බඳවා ගැනීමට වැඩි වැඩියෙන් ඇත්තේ අලංකාරිකයෙන් අති වාම සහ හරයෙන් ෆැසිස්ට්වාදී මත දරන ඊනියා රැඩිකල්වාදීන් ය.
අවසන් වශයෙන් කිය යුත්තේ, තරුණයන් දේශපාලනයට ඇදී එන්නේ තමන්ගේ අනන්‍යතාව සම්පාදනය කර ගැනීමටය. තම අනන්‍යතාව සකසා ගැනීමේ මඟ අනෙනෙකු සතුරා කොටගෙන ඔහු විනාශ කිරීම යැයි යන අදහස තරුණයන්ට කා වැද්දීම ලෝකයට යහපතක් නොකරයි. එය ලෝකයට වින කටියි. අපගේ තරුණ තරුණියන්ට හැමදාමත් ජනාන්දෝලකයන් ගේ (demagogues) අනුගාමිකයන් බවට පත්වන්නට සිදුවී තිබීම බලවත් අභාග්‍යයක් නොවේද?
අනුරුද්ධ ප්‍රදීප් කථිකාචාර්යවරයා සේවයෙන් පහකිරීම විවේචනය කරමින් මා රාවය පුවත්පතට ලියූ ලිපිය මුල් කොට ගෙන මා අනුරුද්ධ ප්‍රදීප් ගේ රැකියාව වෙනුවෙන් පෙනී සිටියත් තවත් තරුණ කථිකාචාර්යවරයෙකුගේ රැකියාව අහිමි කිරීමට යටි උගුල් යෙදූ බවටත් මා යටතේ පශ්චාත් උපාධි අධ්‍යයනයේ යෙදී සිටි තම දේශපාලන කණ්ඩායමේ සාමාජිකයන් දෙදෙනෙකු අධීක්ෂණයෙන් මා බැහැර වීමෙන් ඔවුනට තම අධ්‍යයන කටයුතු වල යෙදීමේ අවස්ථාව අහිමි කළ බවටත් ‘ප්‍රැක්සිස් සාමුහිකය‘ මට චෝදනා නඟා තිබුණි. දෙවනුව කී ශිෂ්‍යයන් දෙදෙනා ගේ අධ්‍යයන කටයුතුවලින් ඉවත් වීමෙන් මා ඔවුන් දෙදෙනා පිළිබඳ ඇති වෛරයත් එනිසා පළිගැනීමත් පෙන්නුම් කරන බව ඔවුහු සඳහන් කළෝය. මා එලෙස ඔවුන් සමඟ වෛර බැඳීමට හේතුව ‘ප්‍රැක්සිස් සාමුහිකය‘ විසින් මා පිළිබඳ කළ දේශපාලන විවේචන බවත් එම විවේචන කළේ ඉහත සඳහන් ශිෂ්‍යයන් දෙදෙනා නොව අන් අය බවත් එහෙයින් ඔවුන් නොකළ දෙයකට මා ඔවුන් හා වෛර බැඳ ඔවුන්ගෙන් පළිගත් බවත් ඔවුහු සඳහන් කළෝය. ඔවුන් මෙයින් පෙන්නුම් කරන්නට තැත් කරන්නේ මා දේශපාලන සුචරිතවාදයෙකු වශයෙන් පෙනී සිටින සදාචාරවිරෝධියෙකු බවයි. ඒ අනුව ඔවුන් මා තක්කඩියෙකු, අමනයෙකු යනුවෙන් හඳුන්වමින් හෙළා දකියි. ‘ප්‍රැක්සිස් සාමුහිකය‘ මට එල්ල කොට ඇති මෙම චෝදනා දෙකම අසත්‍ය බව මම දැනටමත් පෙන්වා දී ඇත්තෙමි.
පළමුව, මා මීට වසර 10කට පමණ පෙර කොළඹ විශ්වවිද්‍යාලයයේ දේශපාලන විද්‍යා අධ්‍යයන අංශයේ තරුණ කථිකාචාර්යවරයෙකු යටි උගුල් අටවා සේවයෙන් පහ කරන තැනට වැඩ සැකසුවේ යැයි නගා ඇති චෝදනාව මම තරයේ ප්‍රතික්ෂේප කරමි. මා එවැන්නක් කිසි කලෙක කර නැත. මා දන්නා පරිදි එම කථිකාචාර්යවරයා විශ්වවිද්‍යාලයේ තාවකාලික සහාය කථිකාචාර්යවරයෙකු වශයෙන් නියමිත වසර දෙකක කාලය සේවය කොට අවසන් වූ පසු ඔහුගේ සේවා කාලය අවසන් වීය. ඉන් පසුව ඔහු එම අධ්‍යයන අංශයේ ස්ථිර සේවයට ඉල්ලුම් කොට බඳවා නොගත්තේ නම් සහ ඒ පිළිබඳ චෝදනාවක් ඇතොත් එය එල්ල කළ යුත්තේ එම අධ්‍යයන අංශයටය, එහි සාමාජිකයන් වන තම ගුරුවරුන්ට සහ සගයන්ටය. වෙනත් අධ්‍යයන අංශයක කථිකාචාරයවරයෙකු වන මා හට දේශපාලන විද්‍යා අධ්‍යයන අංශයේ ගුරුවරයෙකු බඳවා ගැනීමේ ක්‍රියාවලිය තීරණය කළ හැකි යැයි කියන්නෙකු එක්කෝ විශ්වවිද්‍යාලයයේ කථිකාචාර්යවරයෙකු බඳවා ගැනීමේ ක්‍රියාවලිය ගැන නොදන්නෙකි, නැතහොත් හිතා මතා පාඨකයා නොමඟ යවන්නෙකි. මෙම කථිකාචාර්යවරයා විශ්වවිද්‍යාලයේ සේවය කළ අවධියේ ඔහු හා මා අතර සිදුවූ මට මතක වැදගත් සිදුවීම නම් ඔහු විශ්ව විද්‍යාලයේ ශිෂ්‍ය ශිෂ්‍යාවන්ට ‘එක්ස්‘ කණ්ඩායමේ දේශපාලන “න්‍යාය“ ඉගැන්වීමට මුදල් අයකරන්නේ යැයි සාක්ෂ්‍ය සහිතව ශිෂ්‍යයන් මට කළ පැමිණිල්ලක් අනුව යමින් මා එය ප්‍රසිද්ධියේ විවේචනය කිරීමයි. ඔහු ප්‍රසිද්ධියේ මෙම කටයුත්ත කළේය. ගුරුවරයෙකු වශයෙන් මම එය ප්‍රසිද්ධියේ විවේචනය කළෙමි. ඒ පිළිබඳ ඔහු මා හා උරණ වූ බව මම දනිමි. මෙම සිදුවීම මුල්කොට ගෙන මා නිසා එම කථිකාචාර්යවරයා ට විශ්ව විද්‍යාලයයේ කථිකාචාර්ය තනතුරක් ලැබීමේ අවස්ථාව අහිමි වූ බවට ගොඩ නඟා ‘‘එක්ස්‘ කණ්ඩායම‘ විසින් දේශපාලන වාසි තකා ප්‍රචාරය කරනු ලැබූ කතන්දරය දැන් එම කථිකාචාර්යවරයා ගේ අනුගාමිකයන් අත පුරාණොක්තියක් බවට පත්ව තිබේ. මට එරෙහිව එල්ල කළ මෙම චෝදනාව සම්පූර්ණ අසත්‍යයකි. මා දැනගත් පරිදි කිසිම අවස්ථාවක එම කථිකාචාර්යවරයා කොළඹ විශ්වවිද්‍යාලයයේ කථිකාචාරය තනතුරකින් පහකොට නොමැත. ඔහුට මුලින් ලැබුණු වසර දෙකක තාවකාලික සහාය කථිකාචාර්ය තනතුරේ කාලය අවසන් වූ පසු, පසු අවස්ථාවක ඔහු කොන්ත්‍රාත් පදනම මත වසරක් කාලයක් සඳහා ද බඳවා ගෙන කථිකාචාර්ය තනතුරේ සේවය කොට ඇත. දැන් මා මෙම කරුණු ඉදිරිපත් කළ පසු ‘ප්‍රැක්සිස් සාමුහිකය‘ මට එරෙහිව එම චෝදනාව තවදුරටත් ඉදිරිපත් කිරීමෙන් වැළකී ඇත.
දෙවනුව, මා යටතේ පශ්චාත් උපාධි අධ්‍යයනයේ යෙදී සිටි තම දේශපාලන කණ්ඩායමේ සාමාජිකයන් දෙදෙනෙකු අධීක්ෂණයෙන් බැහැර වීමෙන් මා ඔවුනට තම අධ්‍යයන කටයුතු වල යෙදීමේ අවස්ථාව අහිමි කළ බවද අසත්‍යයකි.
ඔවුන් සඳහන් කරන සිසුන් දෙදෙනා ශාස්ත්‍රපති පාඨ මාලාව (course work) හැදැරීමේදී ඔවුනට තම පර්යේෂණ සැළැස්ම සඳහා මඟ පෙන්වීම මට අධ්‍යයන අංශයෙන් පවරා තිබුණි. මෙය එම සිසුන් දෙදෙනා සහ මා අතර අන්‍යොන්‍ය එකඟතාව මුල් කොට ගෙන සිදු වූවකි. ඔවුන් දෙදෙනා ගේ නිබන්ධ සම්පාදනය සඳහා අධීක්ෂකයෙකු බැගින් පත් කිරීම සිදු වූයේ ඔවුන් තම පාඨමාලා කටයුතු සාර්ථකව නිමකළ පසු ව පොදුවේ එම පාඨමාලාව සමත් අනෙක් සිසුන් ද ඇතුළු සියලු දෙනට නිබන්ධ අධීක්ෂකයන් පත් කෙරුණු අධ්‍යයන අංශ රැස්වීමකදී ය. එහිදී ගුරුවරුන්ට සිසුන් අධ්‍යයනය කරන මාතෘකා පිළිබඳ තමන් වෙත ඇති දැනුම මුල් කොට ගෙන තමන් පර්යේෂණ සැළැස්ම සඳහා මඟ පෙන්වීම කළ සිසුන් ම හෝ වෙනත් සිසුන් නිබන්ධ අධීක්ෂණය සඳහා තෝරා ගත හැක. එය ගුරුවරයාගේ කැමැත්තයි. ඒ අනුව මම පර්යේෂණ සැළැස්ම සඳහා මඟ පෙන්වීම කළ සිසුන් නොව වෙනත් සිසුන් නිබන්ධය අධීක්ෂණය සඳහා සඳහා තෝරා ගත්තෙමි. එයට මා හට පූර්ණ අයිතියක් තිබේ. අදාළ අධ්‍යයන අංශ රැස්වීමේදී එසේ කළ එකම ගුරුවරයාද මා නොවේ. පර්යේෂණ සැළැස්ම සඳහා මා මඟ පෙන්වීම කළ සිසුන් දෙදෙනාගේ නිබන්ධ අධීක්ෂණය සඳහාත් ගුරුවරුන් ඉදිරිපත් වු අතර සිසුන්ට ඒ බව ලිඛිතව දැනුම් දෙන ලදී. එම සිසුන් දෙදෙනා කාර්යාලයට පැමිණ එම ලිපි භාරගෙන ඇත. මෙම සිසුන් දෙදෙනාගෙන් අයෙකුට මේ අතරතුර ශිෂ්‍යත්වයක් ලැබී ඇය විදේශගත වීම වෙනත් සිදුවීමකි. ඇයට අවශ්‍ය වීනම් ඇයට මෙරට රැඳී සිට නිබන්ධ රචනයෙහි යෙදීමට කිසිදු බාධාවක් අධ්‍යයන අංශයෙන් සිදු වී නැත. මේ බවට අධ්‍යයන අංශය සාක්ෂ්‍ය දරනු ඇත. ඇයට ලැබුණු නිබන්ධ අධීක්ෂකයා පිළිබඳ කිසියම් ගැටලුවක් ඇයට වී නම් ඒ පිළිබඳ අධ්‍යයන අංශයට කරුණු දැක්වීමටද ඇයට අවකාශ තිබුණි. මා දන්නා තරමින් ඇය එසේ කළේද නැත. ශිෂ්‍යයෙකුට අධීක්ෂකයෙකු පත් කළ පසු අවශ්‍ය වන්නේ නම් ඒ වෙනුවට වෙනත් අයෙකු පත් කිරීම නිරතුරුව සිදුවන්නක් බව ප්‍රසිද්ධ ලේඛන බවට පත්වන විශ්ව විද්‍යාල පාලක මංඩල වාර්තා කියවා බැලීමෙන් දැන ගත හැකිය. මෙම සිදුවීමට අදාළ අනෙක් ශිෂ්‍යයා දැනට තම නිබන්ධ සම්පාදන කටයුත්තෙහි නිරතව සිටින බව මගේ වැටහීමයි. ශිෂ්‍යයන් හා වෛර බැඳ ඔවුන්ගෙන් පළිගන්නා ගුරුවරු හෝ අධ්‍යයන අංශ හැසිරෙනු ඇත්තේ මෙසේ නොවේ. එහෙයින් මා යටතේ පශ්චාත් උපාධි අධ්‍යයනයේ යෙදී සිටි තම දේශපාලන කණ්ඩායමේ සාමාජිකයන් දෙදෙනෙකු අධීක්ෂණයෙන් මා බැහැර වීමෙන් ඔවුනට තම අධ්‍යයන කටයුතු වල යෙදීමේ අවස්ථාව අහිමි කළ බව ‘ප්‍රැක්සිස් සාමුහිකය‘ කීම සම්පූර්ණ අසත්‍යයකි.
මා පිළිබඳ ‘ප්‍රැක්සිස් සාමුහිකය‘ කළ දේශපාලන විවේචන හේතුවෙන් පළිගැනීමට මා ඉහත සඳහන් ශිෂ්‍යයන් දෙදෙනා මගේ අධීක්ෂණයෙන් ඉවත් කළේය යන චෝදනාවෙන් මොවුන් කියා සිටින්නේ මට අවශ්‍ය වී නම් එම සිසුන් දෙදෙනා නිබන්ධ අධීක්ෂණය සඳහා භාර ගත හැකිව තිබුණු බවයි. මා එසේ නොකළේ මන්ද යන්න ප්‍රසිද්ධියේ පැහැදිළි කිරීමට විශ්ව විද්‍යාලයේ ආයතනික පද්ධතියේ සේවය කරන ගුරුවරයෙකු වශයෙන් මට අවසරයක් නොමැත. ගුරුවරයා ශිෂ්‍යයන් පිළිබඳ ඇගයීම් ඇගයීම ඉදිරිපත් කළ යුත්තේ ශිෂ්‍යයාට පෞද්ගලිකවය. මා විශ්ව විද්‍යාලයේ ආචාර ධර්ම පද්ධතියෙන් බැඳී ඇතැයි යන්නේ අරුත එයයි. එම හේතු ගුරුවරයෙකු වශයෙන් මා අධ්‍යාපනය පිළිබඳත් ගුරු-ශිෂ්‍ය සබඳතා පිළිබඳත් දරන අදහස් හා බැඳී පවතියි. ගුරුවරුන් හා ශිෂ්‍යයන් අතර පවතින සම්බන්ධය වෘත්තීයභාවය සහ අන්‍යොන්‍ය විශ්වාසය සහ ගරුකිරීම මත පදනම් විය යුතුය යන්න පොදුවේ පිළිගැනෙයි. එහෙයින් ගුරුවරුන් හා ශිෂ්‍යයන් අතර මතභේද ඇතිවෙතොත් ඒවා ශිෂ්ඨ සම්පන්න ආකාරයට (civility) විශ්ව විද්‍යාල ආයතනික ව්‍යුහය තුළ විසඳා ගැනීමට හැකිවිය යුතුය. සිසුන් අධීක්ෂණය සඳහා මා ඉදිරිපත්නොවීම පළිගැනීමක් වන්නේ මා එසේ කිරීමෙන් සිසුන්ට මගේ දැනුමෙන් ප්‍රයෝජනයක් ලැබීමේ අවස්ථාව අහිමි වී අසාධාරණයක් විණැයි පිළිගන්නේ නම් පමණි. ප්‍රැක්සිස් සාමූහිකයවත් මට එසේ චෝදනා කරන ශිෂ්‍යාවවත් එසේ සිතන්නේ යැයි ඔවුන් මා ගැන කියන දෑ අනුව නම් නිගමනය කළ නොහැක. ඇය විදේශ ශිෂ්‍යත්වයට ඉල්ලුම් කළේ මගේ මඟ පෙන්වීම යටතේ නිබන්ධ රචනයට අවස්ථාව නොලැබී ගිය නිසා යැයි ඇය කියනු ඇත්දැයි මම නොදනිමි.
එසේනම් මොවුන් එකතු වී මට මෙලෙස අභූත චෝදනා නැඟීමට හේතුව කුමක් ද? දේශපාලන උනන්දුවක් ඇති අය විමසා බැලිය යුතු කරුණ මෙයයි. මා අයුතු ලෙස සදාචාර විරෝධියෙකු ලෙස හංවඩු ගසා දේශපාලන තලයෙන් පිටුවහල් කිරීමට උත්සාහ කිරීම සේවය කරන්නේ කුමකටද? දේශපාලන ක්‍රියාකාරිණියක් සහ විශ්ව විද්‍යාල කථිකාචාර්යවරියක් වන ප්‍රභා මනුරත්න මේ පිළිබඳ අදහස් දක්වමින් අපට කියා සිටියේ ‘ප්‍රැක්සිස් කණ්ඩායමේ’ මෙම දුර නොදක්නා දේශපාලනය අන් අය නිහඬ කිරීම අරමුණු කරගත් සයිබර් මැරකම් සහ (cyber bullying) සහ වෛරී කථනයෙන් (hate speech) යුක්තබවයි. එන්න එන්නම මෙම ආකාරයේ දාමරිකකම් විවෘත සෞඛ්‍ය සම්පන්න සංවාදයේ තැන ගැනීම කණගාටුවට කරුණකි. එවැනි මැදිහත්වීම් විශ්ව විද්‍යාල අධ්‍යාපනය දේශපාලනීකරණය වීමේ ගැටළුවෙන් අවධානය වෙන අතකට යොමු කිරීම එක පැහැර කරන්නට සමත් වෙයි. ඊනියා වාම කණ්ඩායම් විසින් කරනු ලබන දේශපාලනිකව අභිප්‍රේරණය ලද මෙම සයිබර් මැරකම් හමුවේ අප කළ යුත්තේ ප්‍රජාතන්ත්‍රවාදී සාකච්ඡා මාවත් සැම දෙනට විවෘතව තැබීමට කටයුතු කිරීම බව ඇගේ අදහස වීය.
මෙම සිදුවීමෙහි හරයෙහි ඇත්තේ ගුරු -ශිෂ්‍ය සබඳතා ‘ප්‍රැක්සිස් සාමුහිකයේ‘ දේශපාලන ක්‍රියාකාරීත්වයට යටත් විය යුතුය යන ඔවුන්ගේ අදහසයි. අධ්‍යාපන තලයේ කටයුතු දේශපාලන තලයට, මහජන තලයට යටත් කිරීම මෙහි අරමුණයි. මෙම මතය න්‍යායිකව ගත් කළ සමාජයේ අධ්‍යාපනය සහ දේශපාලනය වැනි වෙනස් පරිමණ්ඩලයන් ඒ එක එකට හිමි ගතිකයන්ට අනුව ක්‍රියාත්මක වන්නට නම් ඒවා එකිනෙකින් සාපේක්ෂව පැවැතිය යුතුය යන්න ප්‍රතික්ෂේප කරයි. ඒ අනුව මෙය ප්‍රකට කරන්නේ Alain Badiou තම Defeat of the Mind කෘතියේ තර්ක කරන පරිදි අධ්‍යාපනය පිළිබඳ පශ්චාත්-නූතනවාදී ආකල්පය කි. මෙම ආකල්පය පන්ති කාමරය ගුරුවරයාගේ දේශපාලන අදහස් ශිෂ්‍යයන්ට කියා දීමේ ස්ථානයක් බවට පත් කිරීමේ ලිබරල් පිළිවෙත ද සමඟ ගැලපෙයි.
ඉතින්, ‘ප්‍රැක්සිස් සාමුහිකයේ‘ මෙම සමාජ විරෝධී මැරකම් පිළිබඳ කතා කිරීමේ වගකීම පළමුකොටම ඇත්තේ ‘එක්ස්‘ කණ්ඩායමේ සමාජ විරෝධී දේශපාලනය විවේචනය කරමින් සමාජ වගකීමෙන් යුතු දේශපාලනයක් කරන්නෙමැයි පවසමින් ‘එක්ස්‘ කණ්ඩායමෙන් කැඩී ආ පිරිස් වලට ය. දෙවනුව, වත්මන් රජයේ එකාධිපති වැඩ පිළිවෙලට එරෙහිව අන්‍ය ජනවාර්ගික සහ ආගමික යනාදී පීඩනයට ලක්වන කොටස් වල මානව අයිතිවාසිකම් සහ සමාජ සාධාරණත්වය වෙනුවෙන් නිරතුරව පෙනී සිටින සහ රජයේ ප්‍රජාතන්ත්‍රවිරෝධී පිළිවෙතට එරෙහිව හඬ නගන පුද්ගලයන් සහ සිවිල් සංවිධානද ‘එක්ස්‘ කණ්ඩායමේ සමාජ විරෝධී දේශපාලනය ‘එක්ස්‘ කණ්ඩායමෙන් කැඩී ආ පිරිස් අත යළි පණ ගැන්වෙන අයුරු කෙරෙහි අවධානය යොමු කරනු ඇතැයි සිතමි. සිවිල් සමාජයෙන් පුද්ගලයන් සහ කණ්ඩායම් පළවා හැරීමේ අරමුණින් ක්‍රියාත්මක කළ ‘එක්ස්‘ කණ්ඩායමේ දේශපාලනය මෙන් නොව මෙම නව ප්‍රවණතාව එන්නේ සිවිල් සමාජයේ සහ රාජ්‍ය නොවන සංවිධානවල පැත්තෙන් වීම මානව අයිතිවාසිකම්, සමාජ සාධාරණත්වය සහ ප්‍රජාතන්ත්‍රවාදය වෙනුවෙන් ලියන කියන ක්‍රියාකරන අයගේ අවධානයට යොමු විය යුතුය. මා හට එල්ල කරන ප්‍රහාරයට සම්බන්ධ ‘ප්‍රැක්සිස් කණ්ඩායමේ‘ නායකයන් සහ ඉදිරිපෙළ සාමාජිකයන් ‘රැඩිකල්’ දේශපාලන සහ සිවිල් සමාජ ක්‍රියාකාරකම්වල ඉදිරියෙන් සිටින්නන් වන අතර ඔවුන් ජනවාර්ගික අධ්‍යයන කේන්ද්‍ර, ආසියාවේ ප්‍රතිපත්ති සම්පාදනයෙහි ලා තොරතුරු සහ විශ්ලේෂණ සපයන පර්යේෂණ ආයතන, සාමය හා ගැටුම් නිරාකරණය පිළිබඳ පාඨමාලා පවත්වන උප්සලා විශ්ව විද්‍යාලය සහ ‍ෆ්‍රිබෝර්ග් විශ්ව විද්‍යාලය, සහ ඕස්ට්‍රේලියානු ජාතික විශ්ව විද්‍යාලය වැනි සිවිල් සමාජ, ශාස්ත්‍රාලීය ආයතන සහ රාජ්‍ය නොවන සංවිධාන වල රැකියා සහ අධ්‍යයන කටයුතු කොට හෝ කරමින් සිට ඇත. ඒ අතර ඇමෙරිකානු රාජ්‍ය ශිෂ්‍යත්ව ලාභී පශ්චාත් උපාධි ශිෂ්‍යයෝ ද‍ වෙති.
මේ සිදුවෙමින් පවතින්නේ කුමක් ද? මා මෙය දකින්නේ සිවිල් සමාජ සහ රාජ්‍ය නොවන ආයතන සහ මානව අයිතිවාසිකම් සහ ප්‍රජාතන්ත්‍රවාදී අයිතිවාසිකම් රැකීමට යැයි අධ්‍යාපනය දෙන ශාස්ත්‍රාලීය ව්‍යුහ සහ ඇමෙරිකානු රාජ්‍ය ශිෂ්‍යත්ව අරමුදල් ලාභීන් තුළින්ම විසම්මුතිය මර්ධනය කිරීමේ හරයෙන් ෆැසිස්ට්වාදී වන ලක්ෂණ මතුව ඒමයි. අප මෙය වටහා ගන්නේ කෙසේද? මා යෝජනා කරන්නට කැමැත්තේ මෙය පවත්නා දේශපාලන තත්වයන් තුළ ඉහත සඳහන් කළ ආයතන ව්‍යුහයන්හි ලිබරල් සීමාවන් හෙළිදරව් වීමෙහි ප්‍රථිඵලයක් ලෙස මෙම ආයතන තුළට එන්න එන්නම වාම රැඩිකල් කොටස් ඇතුළු කර ගැනීමෙහි ප්‍රථිඵලයක් බවයි. වෙනත් අයුරකින් කියතොත් මෙම ලිබරල් ආයතන ව්‍යුහයන්ට අලුතින් බඳවා ගැනීමට වැඩි වැඩියෙන් ඇත්තේ අලංකාරිකයෙන් අති වාම සහ හරයෙන් ෆැසිස්ට්වාදී මත දරන ඊනියා රැඩිකල්වාදීන් ය.
අවසන් වශයෙන් කිය යුත්තේ, තරුණයන් දේශපාලනයට ඇදී එන්නේ තමන්ගේ අනන්‍යතාව සම්පාදනය කර ගැනීමටය. තම අනන්‍යතාව සකසා ගැනීමේ මඟ අනෙනෙකු සතුරා කොටගෙන ඔහු විනාශ කිරීම යැයි යන අදහස තරුණයන්ට කා වැද්දීම ලෝකයට යහපතක් නොකරයි. එය ලෝකයට වින කටියි. අපගේ තරුණ තරුණියන්ට හැමදාමත් ජනාන්දෝලකයන් ගේ (demagogues) අනුගාමිකයන් බවට පත්වන්නට සිදුවී තිබීම බලවත් අභාග්‍යයක් නොවේද?

Colombo Uni in turmoil

President Mahinda Rajapaksa on Thursday evening appointed Dr. Kumar Hirimburegama, a Grade II
Senior Lecturer and the spouse of current Chairperson of the University Grants Commission (UGC), Prof.
Kshanika Hirimburegama, as the Vice Chancellor of the University of Colombo.
From now onwards, the country’s premier university, Colombo will have a Grade II Senior Lecturer, the
lowest post in the State university system, as its Chief Executive Officer. Dr. Hirimburegama was also the junior most candidate
among the three names submitted by the University Council of the Colombo University to the UGC, for the VC post.
However, his marital relationship to the UGC chairperson appeared to have been an effective substitute for Dr. Hirimburegama’s
relative dearth in academic and professional credentials and in the race for the VC post, those attributes and his and his wife’s
loyalty to the current regime seems to have come in handy. Senior Professor Lakshman Dissanayake, the most senior among
the three nominees was overlooked by President Rajapaksa in favour of Dr. Hirimburegama.
The appointment itself was announced surreptitiously in the evening of Thursday, ahead of a long Vesak holiday.
The news of the appointment was received by the university dons with disdain. Now the academia is up in arms and an
extraordinary meeting of the University Teachers’ Union of the Colombo University has been summoned tomorrow to discuss
future course of action.
“Our position is clear. We are against this appointment because it is made with scant regard for meritocracy or seniority,”
President of Federation of University Teachers’ Associations (FUTA), Dr. Nirmal Ranjith Dewasiri said.
A disgrace
“This is a political appointment and a disgrace,” he charged.
“The entire process (of the appointment of the Colombo VC) has been subjected to manipulation. Dr. Hirimburegama’s
appointment is clear proof that political loyalty has been the main and only requisite for the appointment,” Dr. Dewasiri alleged.
He also said the University Teachers’ Union of the Colombo University, an affiliate of FUTA, would announce its future course of
action. “We will shun him and we will give him time to resign,” he said.
“I don’t know how he acts as the Vice Chancellor when his appointment itself is illegitimate and he is disqualified to the post, in
the eyes of the majority of the university community,” Dr. Dewasiri claimed.
However, Dr. Hirimburegama appears to have one distinction – irrespective of the relative dearth in academic or professional
credentials, he has the support of the powers that be.
Minister of Higher Education, S.B. Dissanayake, said, “The President wanted someone who would stand with the government for
its policy. That may be why he was appointed.”
Dissanayake, who is known to have a severed relationship with FUTA, was dismissive towards concerns raised by the Federation
and the Colombo University dons.
“They can say and do whatever they want. We don’t care. Remember they held a major strike recently,” he added.
Dr. Hirimburegama’s appointment is the lowest point in the politicization of local university appointments in recent times.

විශ්වවිද්‍යාල ආචාර්යවරුන් කම්කරුවන් වීම පිළිබඳ ආඩම්බරයෙන් ලියමි

සී. ඒ. චන්ද්‍රප්‍රේම මහතා මැයි 26 වෙනි ඉරිදා දිවයින පුවත්පතට සපයා තිබූ ලිපිය විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ වෘත්තීය සමිති ක්‍රියාකාරකම් සම්බන්ධ විවේචනයකට වඩා ඒ සම්බන්ධ අගය කිරීමක්‌ ලෙස සැලකීමට මම කැමැත්තෙමි. කෙසේ වෙතත් 'අගය කිරීම' නම් ඔහුගේ අභිප්‍රාය නොවූ බව පැහැදිලිය. ඔහුගේ ප්‍රධාන අභිප්‍රාය ලෙස පෙනෙන්නේ ඔහුම ප්‍රකාශ කරන ආකාරයට ''මේ සුපිරි පැලැන්තියේ උදවිය සාමාන්‍ය කම්කරුවන් මෙන් මහ පාරේ හැසිරෙන ප්‍රවණතාවය'' එළිදරව් කිරීමයි. කනගාටුවකට මෙන් චන්ද්‍රප්‍රේම මහතාට මතක්‌ කිරීමට සිද්ධවන්නේ එහි අමුතුවෙන් චන්ද්‍රප්‍රේම මහතා ලවා එළිදරව් කරවීමට කිසිවක්‌ ඇත්තේ නොමැති බවයි. මක්‌නිසාද යත් එය අපගේ අරමුණම වන හෙයිනි. ඒ මහතා ඉතාම නිවැරදිව ප්‍රකාශ කරන පරිදි ''පසුගිය 21 වනදා පවත්වන ලද වැඩ වර්ජනයේ තීරුබදු රහිත වාහන බලපත්‍ර ලාභී වෘත්තිකයන් පිරිසක්‌ මහ මග උද්ඝෝෂණය කළේ නම් ඒ විශ්වවිද්‍යාල ආචාර්යවරු පමණි''.

පසුගිය වසර තුනක පමණ කාලයක්‌ තිස්‌සේ අප නියෑළී සිටි අරගලය තුළ අත්පත් කර ගැනීමට උත්සාහ කළ ජයග්‍රහණ සම්බන්ධව මීට වඩා ඉහළ අගය කිරීමක්‌ තවත් කාගෙන් නම් ලබාගන්න ද?

චන්ද්‍රප්‍රේම මහතාගේ ලිපියේ මාතෘකාව 'විශ්වවිද්‍යාල ආචාර්යවරුන් කම්කරුවන් වීම' යන්නයි. ඇත්ත වශයෙන්ම විශ්වවිද්‍යාල ආචාර්යවරු ද කම්කරුවන් කොටසක්‌ වේ. කම්කරුවන් යනු තම ශ්‍රම ශක්‌තිය අලෙවි කොට ඊට වේතනයක්‌ ලබා ගන්නා අයයි. මේ නිර්වචනයට අනුව විශ්වවිද්‍යාල ආචාර්යවරු ද කම්කරුවන් කොටසක්‌ වෙති. ඒ නිසා චන්ද්‍රප්‍රේම මහතාගේ ලිපියේ මාතෘකාව ගැන කිසිවකු කලබල විය යුතු නැත.

ඉංග්‍රීසියෙන් ලිවීමට ඇති හැකියාව හැරුණු කොට චන්ද්‍රප්‍රේම මහතා බැරෑරුම් මාධ්‍යවේදියෙක්‌ ලෙස මම නොසලකමි. සාක්‌ෂි ඒ මහතාම සපයයි. මෙන්න ඒ මහතාගේ විදග්ධ වචන  ''අප විශ්වවිද්‍යාලයේ සිටි සමයේ විශ්වවිද්‍යාල ආචාර්යවරුන්ට දැන් ලබන ආකාරයේ ඉහල වැටුප් තිබුණේ නැත. තීරුබදු රහිතව වාහන ගෙන්වා ගැනීමට බලපත්‍ර හෝ ණය පහසුකම් තිබුණේ නැත. ඒ කාලයේ ජ්‍යෙෂ්ඨ කථිකාචාර්යවරු පවා බස්‌වල යනු අපි අනන්තවත් දැක ඇත. නමුත් එදා ඔවුන් කම්කරුවන් මෙන් මහමග සටන්පාඨ කීවේ නැත. ඒ කාලයේ විශ්වවිද්‍යාල ආචාර්යවරු තම වෘත්තියේ ගරුත්වය රැකගෙන සිටිය හ.''

අඩුම තරමින් චන්ද්‍රප්‍රේම මහතා මෙවැනි සම්පප්‍රලාප ලිවීමට පෙර තමන් රැකියාව කරන දිවයින හා දි අයිලන්ඩ් පුවත්පත්වල විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ වැටුප් ප්‍රශ්නය ගැන ලියෑවුණු කතුවැකි හෝ කියවා බැලීම උචිතය.

චන්ද්‍රප්‍රේම මහතා තරුණ කාලයේ මමත් තරුණයෙකි. ඒ මහතාත් මමත් එකම විශ්වවිද්‍යාලයේ ඉගෙන ගත්තා පමණක්‌ නොව එකම ශිෂ්‍ය සංගමයේ සාමාජිකයන් වීමු. ඒ මහතා ඒ කාලයේ විශ්වවිද්‍යාලවල සිටි පතාක යෝධයන් ලෙස හඳුන්වන අය මම ද දනිමි. නමුත් මේ පතාක යෝධයන් 'කම්කරුවන් මෙන් මහ මග සටන් පාඨ'' නො කීම ඒ අය පිළිබඳ අගය කිරීමක්‌ ලෙස දැක්‌වීම සම්බන්ධයෙන් නම් ඒ බොහොමයක්‌ දෙනා චන්ද්‍රප්‍රේම මහතා සමඟ දැඩි ලෙස කෝප වන බව නම් නො අනුමානය. මක්‌නිසාද යත්á මේ බොහොමයක්‌ දෙනා රැඩිකල් දේශපාලනය සමඟ සම්බන්ධව සිටි හෝ එය අගය කළ අය නිසා ය. විශේෂයෙන්ම කම්කරු ව්‍යාපාර සම්බන්ධව දැඩි අනුරාගයකින් කටයුතු කළ මහාචාර්ය කුමාරි ජයවර්ධන වැන්නියක්‌ චන්ද්‍රප්‍රේම මහතාගේ ප්‍රභූවාදී ප්‍රවාදය තහවුරු කිරීම සඳහා යොදාගනු ලැබ තිබීම අතිශය ෙ€දවාචකයකි. එපමණක්‌ නොව මහාචාර්ය ඔස්‌මන්ඩ් ජයරත්න, ඩොරික්‌ ද සූසා වැනි තම ඊනියා 'වෘත්තීය ගරුත්වය' සතපහකට ගණන් නොගෙන කම්කරුවන් සමඟ හරි හරියට ''මහ පාරේ හැසිරුණු'' පතාක යෝධයන් චන්ද්‍රප්‍රේමට අමතක වී ඇති හැඩයි.

චන්ද්‍රප්‍රේම මෙසේ කියයි( "අද විශ්වවිද්‍යාලයක ආචාර්යවරුන් හා සුළු සේවකයන් අතර වෙනසක්‌ නැත. අප තරුණ කාලයේ මහ පාරේ පුවරු ඔසවාගෙන සටන් පාඨ කෑගසන විශ්වවිද්‍යාල ආචාර්යවරුන් දුටුවේ නම් අප විශ්වවිද්‍යාලයට එන්නේද නැත" චන්ද්‍රප්‍රේම 'අප' යයි කියන්නේ කාටදැයි මම නොදනිමි. මා නම් දන්නා විදිහට එකල අපගේ පරමාදර්ශ වූයේ ඔස්‌මන්ඩ් ජයරත්න, කුමාරි ජයවර්ධන, නිව්ටන් ගුණසිංහ වැනි ගුරුවරුය. මේ අයට නම් "මහ පාරේ පුවරු ඔසවාගෙන සටන් පාඨ" කීම පිළිබඳව කිසිදු ගැටලුවක්‌ තිබුණේ නැත.

කෙසේ වෙතත් චන්ද්‍රප්‍රේම මහතා අප සමඟ ඇති දැඩි කේන්තිය නිසාදොa අල්ලේ පැළවෙන බොරු විශාල ප්‍රමාණයක්‌ ද කියා ඇත. සාමාන්‍යයෙන් අපගේ මහජන උද්ඝෝෂණවල "එන්න කියාපිය" "දෙන්න කියාපිය" වැනි වදන් භාවිත කරන්නේ නැත. එපමණක්‌ නොව අපගේ උද්ඝෝෂණවලදි සාමාන්‍යයෙන් හඬනඟා සටන් පාඨ කීමක්‌ සිදුවන්නේද නැත. අප කරන්නේ නිහඬව විරෝධතා පුවරු ප්‍රදර්ශනය කිරීම පමණි. ඒ සම්බන්ධව වැඩි දුර තොරතුරු චන්ද්‍රප්‍රේම මහතාට දිවයින පුවත්පතේම අපගේ මහජන උද්ඝෝෂණ ආවරණය කිරීමට පැමිණෙන මාධ්‍යවේදීන්ගෙන් අසා දැනගත හැක.

අපගේ ඉල්ලීම් ලැයිස්‌තුවේ 3.5.2.3 වගන්තියෙන් විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ ළමුන් දෙදෙනකුට පෞද්ගලික පාසලකට ගාස්‌තු ගෙවීමට වෙනම දීමනාවක්‌ ඉල්ලා සිටියේ ය" යන්නද එවැනි ගල් පැලෙන බොරුවකි. මේ බොරුවව අපගේ වැඩවර්ජනය කාලයේ අපට විරුද්ධව දසදහස්‌ වරක්‌ යොදා ගනු ලැබූ එමෙන්ම අපද එවැනිම වාර ගණනක්‌ පිළිතුරු දෙනු ලැබූ කරුණකි. වෙනෙකක්‌ තබා මේ සම්බන්ධ තත්ත්වය මා චන්ද්‍රප්‍රේම මහතාට ද මගෙන් විමසන ලදුව පැහැදිලි කොට දී ඇත. ඒ මහතාට එම පැහැදිලි කිරීමට සවන් දීමට අවශ්‍ය නැත. අවුරුදු තිහකට ආසන්න කාලයක්‌ තිස්‌සේ චන්ද්‍රප්‍රේම මහතාගේ චින්තනය සම්බන්ධව කිට්‌ටු නිරීක්‌ෂකයෙක්‌ වන මට ඒ මහතා අනුගමනය කරන මෙම ගොබෙල්ස්‌ ක්‍රමය හොඳින් තේරුම් ගත හැක. ඒ සම්බන්ධව මට ඒ මහතාට කීමට ඇත්තේ මෙවැන්නකි. තම උපක්‍රමය පිළිබඳව සතුරා සියයට සියයක අවබෝධයක්‌ ඇතිව සිටින විට උපක්‍රමය ඵලදායක නොවන බවයි.

අපිට මීට තරමක්‌ වෙනස්‌ ලෙස ද චන්ද්‍රප්‍රේමගේ මේ පට්‌ටපල් බොරු දෙක දෙස බැලිය හැකිය. මේ කියන දේ සත්‍ය යෑයි අපි මොහොතකට විශ්වාස කරමු. එවිට අපිට මෙසේ විමසිය හැකිය. "ඔව් ඉතින් මොකද කියන්නෙ?" මහජන උද්ඝෝෂණවලදී "එන්න කියාපිය" "දෙන්න කියාපිය" වැනි වදන් භාවිත කිරීමේ ඇති වරද කුමක්‌ද? චන්ද්‍රප්‍රේම මහතා කතා කරන්නේ දේශපාලනයේ සදාචාරය ගැන නම් ඒ මහතා ගැන හොඳින් දන්නා මා වැන්නෙක්‌ සමඟ දේශපාලන සදාචාරය ගැන පැටලීමට පෙර ඒ මහතා දෙවරක්‌ සිතා බැලිය යුතුය.

කෙසේ වෙතත් පසුගිය කාලයේ අපගේ අරගලයේ මූලික අංගයක්‌ වූයේ විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ වෘත්තීය අරගලය පොදුවේ සමස්‌ත කම්කරු පංතියේ අරගල සමඟ බද්ධ කිරීමයි. අපගේ අරගලයේ ශක්‌තිය වූයේ ද එයමයි. පසුගිය 21 වනදා පැවැති සංකේත වර්ජනය සම්බන්ධව චන්ද්‍රප්‍රේම මහතා නොදන්නවා සේ පෙනෙන කරුණක්‌ පැහැදිලි කිරීමට මම කැමැත්තෙමි. එම සංකේත වර්ජනයට සහභාගි වීමට තීන්දු කරනු ලැබූ සෑම පීඨයකම හා විශ්වවිද්‍යාලයකම එය සියයට සියයක්‌ම සාර්ථක විය. මා අයත් කොළඹ විශ්වවිද්‍යාලය සහ තවත් ස්‌ථාන කීපයක්‌ විවිධ හේතු මත (අවශ්‍ය නම් පසුව හේතු මොනවාදැයි දැක්‌වීමටද පුළුවන) වර්ජනයට සහභාගි විමට තීන්දු ගනු නොලැබූ බැවින් එම ස්‌ථානවල වර්ජනය ක්‍රියාත්මක නොවීය.

අපගේ ප්‍රකාශිත අරමුණ වන්නේ විශ්වවිද්‍යාල ආචාර්යවරු සමාජයේ වරප්‍රසාද භුක්‌තිවිඳිමින් ප්‍රභූ පංතියේ කොටසක්‌ ලෙස ජීවත් වන කොටසක්‌ බවට පත් කිරීම නොව තම අයිsතිවාසිකම් සම්බන්ධව සංවේදීවන සහ සටන් කරන අතරම සෙසු පීඩිත සමාජ කොටස්‌වල අයිතිවාසිකම් සම්බන්ධයෙන්ද සංවේදී වන සහ ඒ කොටස්‌වල අරගලවලට සක්‍රීය ලෙස දායක වෘත්තික කණ්‌ඩායමක්‌ බවට පත්කිරීමයි. ඇත්ත වශයෙන්ම අපට ඇති ගැටලුව වන්නේ පැහැදිලි ප්‍රායෝගික ගැටලු නිසා එය අපට අවශ්‍ය තරම් ප්‍රමාණවත් ලෙස සිදුකිරීමට නොහැකි වී තිබීමයි. කෙසේ වෙතත් චන්ද්‍රප්‍රේම මහතාගේ විවේචනයෙන් පෙනී යන්නේ අපගේ වෑයම තරමක්‌ දුරට හෝ සාර්ථක වී තිබෙන බවයි.

කෙසේ වෙතත් චන්ද්‍රප්‍රේම මහතාගේ චෝදනාව වන්නේ අපගේ ඊනියා ප්‍රභූවාදී ඉල්ලීම් සහ මෙම "කම්කරුවාදී" නැඹුරුව එකිනෙකට පරස්‌පර බවයි. චන්ද්‍රප්‍රේම අපගේ ඉල්ලීම් ලැයිස්‌තුවේ තිබුණායෑයි කියූ ඉල්ලීම් සත්‍ය යෑයි මොහොතකට සිතමු. ඒවා චන්ද්‍රප්‍රේම සඳහන් කරන ආකාරයේ සුපිරි ඉල්ලීම්ද? ඒවා සුපිරි ඉල්ලීම් වෙනවා නම් එසේ වෙන්නේ යම්කිසි වෘත්තිකයන් පිරිසක්‌ මෙම ඉල්ලීම් "අපිට පමණක්‌ දෙනු, වෙන කිසිවකුට නොදෙනු" යෑයි කියන්නේ නම්ය. මගේ අදහස වන්නේ මේ රටේ ඕනෑම පුරවැසියකුට තමන්ට තම දරුවන්ගේ අධ්‍යාපනයට වැයවන මුදල් රාජ්‍යයෙන් ඉල්ලා සිටීමට අයිතියක්‌ තිබෙන බවයි. ඒ මක්‌ නිසා ද යත් දෙමාපියන්ට තම දරුවන්ගේ අධ්‍යාපනය සඳහා අතින් වියදම් දැරීමට සිද්ධ වී තිබෙන්නේ රාජ්‍යය අධ්‍යාපනය සම්බන්ධ තම වගකීමෙන් ක්‍රමයෙන් ඉවත්වෙමින් සිටින නිසාය. චන්ද්‍රප්‍රේම මහතාගේ නරුම 'කොළපාට සමාජය' තුළ නම් මෙවැනි පහසුකම් ප්‍රභූන්ට පමණක්‌ වෙන් වූ වරප්‍රසාද වීම තේරුම් ගත හැකිය. නමුත් අප ගොඩනැංවීමට උත්සාහ කරමින් සිටින සමාජ-දේශපාලන කතිකාව තුළ අධ්‍යාපනය ලැබීම, යහපත් නිවසක ජීවත්වීම, අන්තර්ජාල පහසුකම් ලබා ගැනීම වැනිදේ අප සලකන්නේ සෑම පුරවැසියකුටම ලැබිය යුතු හිමිකම් ලෙසයි. ඒ නිසා මෙවැනි පහසුකම් සඳහා වෛද්‍යවරු, විශ්වවිද්‍යාල ආචාර්යවරු, මැති ඇමතිවරු වැනි පිරිස්‌ පමණක්‌ නොව කසළ ශෝaධක වෘත්තියේ නියෑළෙන්නන් පවා සටන් කළ යුතුය.

Why Did The 21 May Electricity Strike Fail?

The strike was not defeated, it failed. Those who remember the July 1980 strike will appreciate the difference; the government attacked the strikers and demonstrators, sacked over 80,000 and arrested the leaders. JR and his fascistic thugs broke the strike. That is not what happened this time though the government used threats, enforced rigid attendance records and messed around with salary payment dates. Nevertheless this is not the main reason why the strike fizzled out; the reasons were more fundamental to the issue itself.
It can also be argued that the JVP as well as the other political parties over-politicised the issue. That is, electricity cost is not specifically a working class or trade union demand, but a mass issue, hence the basis of the organisation should have been as a people’s action and not a trade union action. Readers who know about the Great Hartal of August 1953 will recall that the LSSP, which led the event, organised a mass protest and civil disobedience movement in the towns, the villages and in the unions too. Like the electricity price issue, the immediate trigger was mass economic protest against the rice subsidy cut. The leaders strategized correctly, and the people responded massively. Nevertheless, the main reason for the failure of the 21 May strike was not strategic or tactical mistakes by the leading political actors, though these were contributory. The fundamental reasons were to do with the issue itself.
To say that the strike was unsuccessful is not to say it was a flop. It was not a flop because there was a good turn out in the private sector and a radicalised mass of young workers participated with enthusiasm. Even in the public sector there were pockets in which participation was good – government press, the railways (though not enough to perceptibly affect train services) and teachers in some districts. Buses seemed to run normally, this reduced the visible impact of the strike.
Three main reasons
There are three fundamental reasons which are more important than the tactical manoeuvring of the government and the strike leaders that explain the reduced impact of the strike.
a)      The concession granted to low-income households consuming up to 60 units a month.
b)      The broad realisation that some increase in electricity prices was unavoidable.
c)      Bills on the new tariff scheme have not yet reached households; the shock is still to hit.
Households consuming up to 60 units a month will not face any price increase at all. This is a major victory for the protest movement. The President backed down when he saw the rising tide of the anger and made a panicky May Day announcement retracting part of the tariff hike proposal. Power Minister Pavithra Wanniararchci told a press conference that 48% of electricity consuming households belong to this 60 or less category; if this is true, nearly half the electricity users in the country who belong to the low income bracket will face no price increase. They have no reason to join a strike; this divided the lowest rung of the working class.
The second reason is that everybody knows some electricity price increase is unavoidable. The average cost of supply of a unit (kWh) of electricity up to the consumer’s plug-point is estimated at Rs 20 to Rs 21 for 2013. Adding together unit-charges, fixed-charge and “fuel adjustment”, the averaged charge per unit, for a consumer using 30, 60 and 90 units a month is Rs 4.75, Rs 6.20 and Rs 12.73, respectively. Even a consumer using 100 units a month pays at an average rate of Rs 20.30 per unit after including all charges. Only when a consumer reaches 105 units a month does the average price reach the cost of supply. (Middle and upper income households pay an exorbitant price compared to supply cost. At 200, 250 and 300 units per month, households pay an average price of Rs 33.08, Rs 38.22 and Rs 41.65 per unit, respectively).
It has long been known that electricity is sold below cost to low and middle income households and a price increase was going to come at some point. I believe some government and private sector workers accepted this as inevitable. It is the middle and upper-middle class household that is in for a shock when the bills start arriving!
So this brings me to the third factor. Bills had not arrived by May 21 for the great majority of users. When they do come there are shocks to expect. A household using 61 units will be hit by 80% price increase – a 60 unit user will pay Rs 372 and have no increase, but a 61 unit user will get a bill for Rs 763! New bills on the way and percentage increase compared to the previous bills are as follows; 91 units a month Rs 1696 (72% increase); 121 units, Rs 2814 (50% increase); 181 units, Rs 5498 (41% increase). Consumers in the 300 to 500 units a month range face increases of 20% to 25%, but the bills and absolute amounts payable are huge.
Business, hotels, industry and government offices pay less than domestic consumers using over 105 units. That is, these households are cross-subsidising business and commercial premises, hotels and tourists, government offices and industry, in addition to subsidising low-end domestic consumers! If the public is agreeable to this as a matter of principle, I have nothing to add, but how can the public agree or disagree when none of this has been brought into the open?
Corruption and inefficiency
The reason why generation cost is higher than it should be is not because past corruption has added a huge burden to the capital cost of plant. The bribes that were taken and given in the 1990s and early 2000s, though large, are not large compared to the capital cost of power projects. The real problem is that instead of building coal power-plants 10 to 20 years, due to corrupt influences and also because of pressure by environmentalists, coal was delayed over and over again while oil-fired plant was built. Coal power can be brought to the plug point for less than Rs 15 per unit, but electricity from oil-fired plant costs between Rs 30 and Rs 40 by the time in arrives at the plug point.
Hence though Lanka has 30 to 35% hydro and now about 16 to 18% coal, when the unavoidable oil-fired power is added, the average cost (fuel, capital repayment, interest, maintenance, management) is Rs 20 to Rs 21 per kWh. This is not an unreasonable if you recall that the best managed systems in the world like Hong Kong,Singapore,New Zealand and theUK apply an electricity tariff in the range of Rs 25 per kWh. (These systems have little or no hydro so their generation costs are higher). Therefore the argument that theCEB is highly inefficient is not true. The main problem is the high use of oil power. We are stuck with much oil-fired capacity due to wrong and/or corrupt project decisions in the past.
Governing without policy
This government has no industrial policy; it lives by day to day decision making. The confusion in electricity pricing is the tip of the iceberg. The government has undertaken a great deal of infrastructure development, some of it very creditable, some useless white elephants, but on industrial policy it is directionless.
Lanka’s electricity price increase will render exports less competitive, discourage investment and further slow down growth that has been stalling since August 2012. There is no long-term thinking, planning or strategy. The mish-mash in the electricity sector, the President jumping this way and that, the inability to reform the CEB for enhanced productivity and a similar state of affairs in the petroleum sector, all have the same root; absence of, policy, managerial discipline, and political will or understanding. You can’t teach old dogs new tricks; this government will not learn or reform.

C’bo Uni. teachers to strike if new VC doesn’t quit

The Colombo University Teachers’ Association (CUTA) yesterday threatened to launch an all-out strike if the newly appointed Vice Chancellor does not step down from the post within two weeks, or if President Mahinda Rajapaksa does not justify his appointment.

CUTA committee member and President of the Federation of University Teachers’ Associations (FUTA) Dr. Nirmal Ranjith Dewasiri told The Island that the teachers were opposed to the new VC, Dr. Wijaya Kumara Hirimburegama, claiming that the appointment was politically motivated and unethical as his wife was serving as the Chairman of the University Grants Commission (UGC).

"We decided, at yesterday’s meeting, to boycott all meetings and communication with the new VC," Dr. Dewasiri said adding that they would not accept memos or letters from the newly appointed VC.

He said that three academics, including Dean of the Kothelawala Defence Univeristy’s Law Faculty Dr. Prathiba Mahanamahewa, former Arts Faculty Dean Prof. Lakshman Dissanayake and Science Faculty’s Dr. Wijaya Kumara Hirimburegama applied for the post, but Prof. Lakshman Dissanayake obtained the majority of votes at the Council meeting.

The three names were sent to the President through the UGC, Dr. Dewasiri said.

"Our association believes that Prof. Lakshman Dissanayake is the most qualified person to handle the post," Dr. Dewasiri said.

The senior academic said that the CUTA will inform President Rajapaksa of their decision and they would go for an all out strike if President does not provide a solution.

The Colombo University announced yesterday that Dr. Wijaya Kumara Hirimburegama was appointed as the new Vice Chancellor of the Colombo University by President Mahinda Rajapaksa with immediate effect.

Sri Lanka retreats into the dark ages


As lights are dimmed over Sri Lanka following prohibitively crushing electricity hikes, the enveloping darkness is menacingly symbolic of the crisis which our society is facing.
This is even as the politically privileged siphon off massive amounts of money for useless extravaganzas, including an airport in the deep South to which overseas airlines are reportedly suspending operations, not long after a grand ceremonial opening. Wastage on luxury cars and other expenses associated with the upcoming Commonwealth summit is all part of the same excruciatingly painful pattern.
Indeed, we appear to be coming uncannily close to Uganda-like madness in the age of Idi Amin, minus the famously hyped cannibalism. Dissent is crushed or petrified and the economy groans under the unbearable weight of increasing debts by government entities to state banks. Verily, it does not take a soothsayer to predict our dismal future.
Lack of proactive thinking by the opposition
As part of this general chaos, the main opposition United National Party added more grist to the mill of its gleeful detractors by announcing that abolition of the Executive Presidency would not form part of its constitutional reform proposals. Instead, the powers vested therein would be curtailed. Moreover, somewhat peculiarly combining some features of the earlier ceremonial version of this Office, it has been proposed that the incumbent would need to step down from active politics (Daily Mirror Online, Thursday 16th May 2013).
It is predictable that the UNP, under this leadership, would be reluctant to give up its claim to the Presidency which it birthed but which, since then, has been found to be so disastrously wrong for Sri Lanka. This once mammoth party is now fundamentally crippled in terms of its political credibility. Its careless abandonment of a campaign plank that has substantive political resonance is therefore unsurprising.
Reacting to the Government’s diversionary tactics
Certainly this Government remains uniquely privileged in that its opposition (political party as well as general civil society) can only react weakly to each diversionary tactic advanced by it rather than proactively provoke the ruling party. In that sense, the Bodu Bala Sena (BBS) is an extremely successful ploy to divert attention from corruption, mismanagement and creeping militarization of the governance process.
The BBS indeed stated a few days ago that it would step into the streets with canes to take action against traders who, as they said, ‘inappropriately’ display the message of Vesak through cards, lanterns or the like. Such claims would have rightly been dismissed as the lunatic fringe if not for the patronage that this group enjoys at the highest political levels. Vesak is the traditional festival of lights symbolizing the purest inner serenity which Buddhism signifies.
Against this, the imagery of rowdy monks brandishing canes in order to mete out summary justice to unfortunates who offend their notion of what is ‘appropriate’ is anathema. So we are to assume that it is the BBS which will decide, in their infinitely perverted wisdom, that a particular action is religiously ‘appropriate’ or not? There are, of course, laws dealing with such matters and courts of law to adjudicate into relevant disputes. But these seem mere irrelevancies under this Government.
Retreating from protecting liberties
In any event, the law has been stripped of all meaning. Courts are retreating from previously steadfast protection of individual liberties and advising moreover that disputes between persons and government institutions should be settled between themselves. The public’s role in regard to the abdication of the Court’s constitutional role is a matter that we will return to later. As an ousted Chief Justice is further humiliated before a Bribery and Corruption Commission which turns a Nelsonian eye meanwhile to the gargantuan corruption by government politicians, we retreat to the Dark Ages, metaphorically as well as literally.
Generally, (though this has been historically challenged as being too sweeping a generalization), the Dark Ages denotes a period devoid of intellectual reason in early medieval Europe, where critical thinkers were scarce on the ground. Blind religious dogma dominated thought. In contrast, the Renaissance which followed brought a burst of exuberant rationality accompanied by religious and cultural freedom, relatively speaking.
Totally inappropriate use of the PTA
But Sri Lanka appears to have little reason to look forward to a Renaissance of its own. And those who remain naively surprised by the arrest of Muslim politician Azath Salley under the Prevention of Terrorism Act (PTA) must be reminded that leftist political activists of Sinhalese ethnicity were among the first persons arrested after the PTA was enacted in 1979. Down the years, the PTA was excessively abused, not only in relation to individuals of Tamil ethnicity suspected of terrorism but also in regard to Sinhalese and Muslim dissenters. In bolder times, we had the Supreme Court authoritatively intervening in such instances.
In one particularly egregious case for example, the arrest and detention of a senior customs officer was ruled to be unconstitutional by the Court on the basis that there was no reasonable suspicion established of any unlawful activity on his part, (Weerawansa v Attorney General ((2000) 1 SLR 387). The Criminal Investigation Department (CID) had merely informed the Defence Minister, (then President Chandrika Kumaratunge) of willfully false and unreasonable conclusions, thereby misleading her into issuing the warrant. The Court found that there was no independent exercise of judgment by her.
Utilising solid precedents uniformly 
These are solid precedents that need to be uniformly applied regardless of the political colour of the establishment. And relevantly to public scrutiny of the judicial role thereof, a friend sent me a message last week conveying several interesting questions advanced by a reader of this column. One of these questions which is immediately relevant here, is as to whether a judicial order can be discussed in the public domain on its legal merits/demerits without fear of contempt charges? These are issues that have been examined previously in detail in these column spaces. Suffice to reiterate however that fair and reasonable critique of judgments is very much part of the democratic process. Openness of adjudication processes buttresses the maxim that ‘justice must not only be done but must be seen to be done’ and promotes three important aspirational attributes of the judiciary, namely, impartiality, accessibility and effectiveness. Public scrutiny of the judiciary constitutes moreover a democratic check on judges who exercise public power.
Dispelling ignorance through reason
Yet while judgments may be scrutinized, scurrilous and unwarranted attacks on the judiciary are prohibited. And in deciding these questions, competing interests of an individual’s right to critique the judgments and the judiciary as against the collective need to safeguard the administration of justice, are carefully balanced. These are salutary principles that were sought to be incorporated into a Sri Lankan Contempt of Court law some years ago. This law has yet not seen the light of day. Yet India has such a law. Public criticism of judgments in that country as well as in Nepal, Pakistan and Bangladesh is robust. It is only Sri Lanka which lags behind, yet again.
In conclusion, it must be said that the Dark Ages was dispelled only by reason and intellect. By this, I do not mean dry and infertile preoccupations around the conference table but rather, the exercise of vibrant intellect that leads to practical challenge of the political and religious orthodoxy, without personal agendas.
Sri Lanka needs such men and women of unrelenting bravery in these dark times. Perhaps then, with time and resoluteness, our Renaissance will dawn. Or at least, we can hope.

FUTA rejects new Colombo VC

Aggravating a simmering dispute over the appointment of a Vice Chancellor for the University of Colombo, university dons and the Federation of University Teachers' Associations (FUTA) have refused to accept the appointment of
Dr. Kumar Hirimburegama, spouse of the Chairperson of the University Grants Commission (UGC), as the new Vice Chancellor.

Dr. Hirimburegama's appointment as Vice Chancellor was announced on Thursday evening by President Mahinda Rajapaksa.
FUTA claims the appointment was clearly politically motivated in the light that other candidates, who had applied for the post, were more suitable.

The academics employed by the University of Colombo will not accept Dr. Hirimburegama as their Vice Chancellor, FUTA President
Dr. Nirmal Ranjith Devasiri said.
"We can assure you that we will not accept this appointment. We will boycott meetings that will be chaired by him and refrain from responding to official correspondence," Dr. Devasiri told Ceylon Today.“We will also give him some time to step down. Though it technically is a legal appointment, it is not a proper appointment. And we will definitely continue our struggle against this,” he added.

Dr. Devasiri said the Colombo University Teachers’ Union will be convened on Monday (27) to decide on further course of action.
He pointed out as there was a more suitable candidate for the vacancy, the appointment of Dr. Hirimburegama as the Vice Chancellor was ‘most unsuitable,’ especially as he is the spouse of the current UGC Chairperson.
However, the Ministry of Higher Education maintained to Ceylon Today the final decision of the appointment was up to President Rajapaksa, who would select the most suitable of the three candidates to fill the post.

Deputy Minister of Higher Education, Nandimithra Ekanayake, denied political motivations in backing the nominees. Ministry Spokesperson, Mangala Janaka, said likewise.
UGC Chairperson, Prof. Kshanika Hirimburegama, was unavailable for comment.

පසුගිය 21 වැනිදා ජවිපෙ මූලිකත්වයෙන් විදුලි ගාස්‌තු වැඩි කිරීමට එරෙහිව කැඳවන ලද සමස්‌ත මහා වැඩවර්ජනයේ සාර්ථක අසාර්ථකභාවය ගැන අප මෙහිදී කිසිවක්‌ කතා නොකරමු. වැඩවර්ජනය සාර්ථක වූවා යෑයි එහි සංවිධායකවරුන් කියන්නේ නම් අපිද එය පිළිගනිමු. සියලු වැඩ වර්ජනවලට අනාගතයේදී එවැනිම සාර්ථකත්වයක්‌ අත්වේවා යෑයි මෙහිදී අපි ප්‍රාර්ථනා කර සිටිමු. එකී වැඩ වර්ජනය ගැන කතා නොකළත් ඒ වැඩ වර්ජනයේ කොටසක්‌ ගැන කතා නොකරම බැරිය. මේ වැඩ වර්ජනයේ එක්‌ විශේෂත්වයක්‌ වූයේ විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ සංගමයද එයට සහයෝගය දැක්‌වීමයි. වැඩ වරන ඉහළ වෘත්තිකයන් හැටියට මේ වැඩ වර්ජනයේ පෙනෙන්නට සිටියේ විශ්වවිද්‍යාල ආචාර්යවරුන්ය. නාවල විවෘත විශ්වවිද්‍යාලයේ සිට විශ්වවිද්‍යාල ගුරුවරුන් යෑයි සිතිය හැකි 26 දෙනකුගේ පිරිසකට නායකත්වය දෙමින් විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ සංගමයේ ආචාර්ය මහීම මෙන්ඩිස්‌ පාර දිගේ නුගේගොඩ දෙසට යනු මමද දුටුවෙමි. මේ විශ්වවිද්‍යාල ආචාර්යවරුන් කිහිපදෙනා සටන් පාඨ ලියූ පුවරු ද අතැතිව මහ පාරේ ඇවිදිමින් සිටියේය.

මේ දර්ශනය දුටු මා තුළ ඇති වූයේ විශ්වවිද්‍යාල ආචාර්යවරුන් ගැන පුදුමාකාර කලකිරීමකි. පසුගිය වසර දෙක - තුන තුළ විශ්වවිද්‍යාල ආචාර්යවරුන් මහ පාරේ උද්ඝෝෂණය කරන ප්‍රවණතාවයක්‌ අපට දක්‌නට ලැබුණි. ඔවුන් මහ පාරේ සිටගෙන කෑගැසූ සටන් පාඨ ද ඒ ආකාරයේම උද්ඝෝෂණවල නියෑලෙන විශ්වවිද්‍යාල සිසුන් නැතිනම් සාමාන්‍ය කම්කරුවන් කෑගසන සටන් පාඨවලට බෙහෙවින්ම සමාන විය. "එන්ඩ කියාපිය", දෙන්න කියාපිය වැනි වදන් විශ්වවිද්‍යාල ආචාර්යවරුන් කෑ ගසනු අපට ඇසුණි. මේ සිදුවන දෙය ගැන මුළු රටම අවදියෙන් සිටිය යුතුය. විශ්වවිද්‍යාල ආචාර්යවරුන් යනු මේ රටේ ඉහළ වෘත්තිකයන් පිරිසකි. ඔවුන්ගේ වෘත්තිය කොතරම් ඉහළද කියනවා නම් ඔවුන් කරන්නේ ඉගැන්වීම වුවත් අපි ඔවුන් "ගුරුවරුන්" යෑයි හඳුන්වන්නේ නැත. ඔවුන් සාමාන්‍ය ගුරුවරුන්ට වඩා ඉහළ බව පෙන්වීමට කථිකාචාර්ය, ආචාර්ය, මහාචාර්ය වැනි තනතුරුවලින් විශ්වවිද්‍යාල ගුරුවරුන් හඳුන්වනු ලැබේ. මේ නම්බුවට සරිලන ආකාරයට සාමාන්‍ය ගුරුවරුන්ට වඩා කීප ගුණයකින් වැඩි වැටුපක්‌ද වාහන බලපත්‍ර ද ඔවුන්ට ලැබේ. ඒ අනුව ඔවුන් සමාන වන්නේ වාහන බලපත්‍ර ලබන දොස්‌තරවරුන්, ඉහළම රජයේ නිලධාරීන් වැනි අයටය. ඒ අනුව විශ්වවිද්‍යාල ආචාර්යවරයෙක්‌ යනු යම්කිසි සුපිරි පැලැන්තියකි. නමුත් අප පසුගිය වකවානුව පුරාම දුටුවේ මේ සුපිරි පැලැන්තියේ උදවිය සාමාන්‍ය කම්කරුවන් මෙන් මහ පාරේ හැසිරෙන ප්‍රවණතාවයකි.

වඩාත්ම ජුගුප්සාජනක කාරණය වන්නේ විශ්වවිද්‍යාල ආචාර්යවරුන් මේ ආකාරයට කම්කරුවන් මෙන් හැසිරීමට පටන් ගත්තේ දැනට තිබෙන සුපිරි තත්ත්වයෙන් ඔබ්බට ගොස්‌ තව තවත් සුපිරිවීමට ගත් උත්සාහයක්‌ තුළ වීමයි. පසුගිය වකවානුවේ විශ්වවිද්‍යාලයේ ආචාර්ය වරුන්ගේ සංගමයේ වත්මන් නායකත්වය යටතේම වැඩි වැටුප් ඉල්ලා මාස ගණනක වැඩ වර්ජනයක්‌ සිදුවූ බව කාටත් මතක ඇතුවාට සැකයක්‌ නැත. මෙහිදී ඔවුන් ඉල්ලා සිටියේ වැඩි වැටුප් පමණක්‌ නොවේ. ඔවුන්ගේ ඉල්ලීම් ලැයිස්‌තුවේ 3.5.2.3 වගන්තියෙන් විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ ළමුන් දෙදෙනකුට පුද්ගලික පාසලකට ගාස්‌තු ගෙවීමට වෙනම දීමනාවක්‌ ද ඉල්ලා සිටියේය. එයට අමතරව මුළු වැටුපෙන් 30% දක්‌වා නිවාස කුලී දීමනාවක්‌ හා අන්තර්ජාල දීමනාවක්‌ ද ඔවුන් ඉල්ලා සිටියේය. මේ ආකාරයට එක්‌ පැත්තකින් ඔවුන් වැඩි වරප්‍රසාද සහිත තව තවත් සුපිරි පැලැන්තියට යැමට උත්සාහ කරන අතර අනෙක්‌ පැත්තෙන් විශ්වවිද්‍යාල ආචාර්යවරුන් මහ පාරේ උද්ඝෝෂණවලට යොදවා ඔවුන්ගේ තත්ත්වය කම්කරුවන්ගේ ගණනට දමන වැඩපිළිවෙළක්‌ ද සමගාමීව ක්‍රියාත්මක වෙයි. විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ සංගමය සාක්‌ෂාත් කර ගැනීමට බලාපොරොත්තු වන ආර්ථික තත්ත්වයත්, ඔවුන්ගේ වත්මන් හැසිරීමත් අතර කිසිදු ගැලපීමක්‌ නැත.

කොටින්ම කියතොත් පසුගිය 21 වැනිදා පවත්වන ලද වැඩ වර්ජනයේ තීරුබදු රහිත වාහන බලපත්‍ර ලාභී වෘත්තිකයන් පිරිසක්‌ මහ මග උද්ඝෝෂණය කළේ ඒ විශ්වවිද්‍යාල ආචාර්යවරුන් පමණි. අද විශ්වවිද්‍යාලයක ආචාර්යවරුන් හා සුළු සේවකයන් අතර වෙනසක්‌ නැත. අප තරුණ කාලයේ මහ පාරේ පුවරු ඔසවාගෙන සටන් පාඨ කෑගසන විශ්වවිද්‍යාල ආචාර්යවරුන් දුටුවේ නම් අප විශ්වවිද්‍යාලයට එන්නේ ද නැත. අප විශ්වවිද්‍යාලයේ සිටි සමයේ විශ්වවිද්‍යාල ආචාර්යවරුන්ට දැන් ලබන ආකාරයේ ඉහළ වැටුප් තිබුණේ නැත. තීරුබදු රහිතව වාහන ගෙන්වා ගැනීමට බලපත්‍ර හෝ ණය පහසුකම් තිබුණේ නැත. ඒ කාලයේ ජ්‍යෙෂ්ඨ කථිකාචාර්යවරුන් පවා බස්‌ වල යනු අපි අනන්තවත් දැක ඇත. නමුත් එදා ඔවුන් කම්කරුවන් මෙන් මහමග සටන් පාඨ කීවේ නැත. ඒ කාලයේ විශ්වවිද්‍යාල ආචාර්යවරු තම වෘත්තියේ ගරුත්වය රැකගෙන සිටියහ. ඒ කාලයේ විශ්වවිද්‍යාලයක්‌ යනු ඉහළ අධ්‍යාපන ආයතනයක්‌ යෑයි අපටද හැඟීමක්‌ තිබුණි. ඒ කාලයේ විශේෂයෙන් කලා අංශයේa මේ රටේ විශ්වවිද්‍යාල ආචාර්යවරුන් හැටියට සිටියේ තමන්ගේ ක්‌ෂේත්‍රයේ පතාක යෝධයින්ය. මහාචාර්ය ලෙස්‌ලි ගුණවර්ධන, මයිකල් රොබට්‌ස්‌, ගණනාථ ඔබේසේකර, එස්‌. බී. ඩී. ද සිල්වා, කුමාරි ජයවර්ධන, කේ. එන්. ඩී. සිල්වා, සී. ආර්. ද සිල්වා, ඩබ්ලිව්. අයි. සිරිවීර, සේනක බණ්‌ඩාරනායක වැනි අය මේ අතර වූහ. මොවුන්ට අමතරව තවත් පතාක යෝධයන් බොහෝ දෙනෙක්‌ සිටියහ. නමුත් මේ ලියන අවස්‌ථාවේ ඔවුන් සියලු දෙනාගේම නම් මගේ මතකයට එන්නේ නැත. ඒ කාලයේ කලා අංශයෙන් සිටි විශ්වවිද්‍යාල ආචාර්යවරුන්ට තම ක්‌ෂේත්‍රයේ ජාත්‍යන්තර විද්වතුන් සමග කරට කර සිටීමට හැකියාව තිබුණි. ඔවුන්ගෙන් බොහෝ දෙනෙක්‌ බටහිර හොඳම විශ්වවිද්‍යාලවල ඉගැන්වීමට ද ගියෝය.

නමුත් අපේ කාලයෙන් පසු විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ තත්ත්වය ඉතාමත් භයානක ආකාරයට පහත වැටී ඇති බව නොකිවමනාය. අද කාලයේ විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ අතින් වටිනා කියන ශාස්‌ත්‍රීය කෘතියක්‌ එළිදැක්‌වෙන්නේ කලාතුරකිනි. තවමත් තියෙන්නේ කලින් පරම්පරාවක්‌ විසින් ලියන ලද කෘතීන් පමණි. ඒ ශාස්‌ත්‍රීය පිරිහීමේ තරම වර්තමානයේ විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ හැසිරීමෙන් මනාව පිළිබිඹු වෙයි. විශ්වවිද්‍යාල ආචාර්ය ප්‍රජාවගේ අභ්‍යන්තර තත්ත්වය කුමක්‌දැයි මහාචාර්ය සරත් විඡේසූරියගේ "මගේ නඩුව ඉවරයි" නමැති කෘතියෙන් දැකගත හැක. ඔහු පෙන්වා දෙන ආකාරයට එක්‌තරා විශ්වවිද්‍යාලයක සිංහල අංශයේ ආධිපත්‍ය හිමිවන්නේ කාටද යන්න තීන්දු වූයේ ඉංග්‍රීසි දන්නා හා නොදන්නා කාරණය මතය. මා කොළඹ විශ්වවිද්‍යාලයේ ශාස්‌ත්‍රපති උපාධිය කරන විට එම පාඨමාලාවේ ප්‍රධානියා වූයේ සිංහල මහාචාර්යවරියක්‌ වන කුසුමා කරුණාරත්නය. නමුත් මෙතුමියට කතා කිරීමෙන් පමණක්‌ පිටස්‌තරයකුට එතුමිය උගන්වන්නේ ඉංග්‍රීසි ද සිංහලද යන්න සොයාගත නොහැක. ඇය ඉංග්‍රීසි කතා කරන්නේ ඉංග්‍රීසි මහාචාර්යවරයකු මෙනි. ඉංග්‍රීසි නොදන්නා නිසා මහාචාර්ය කුසුමා කරුණාරත්න සිංහල ඉගැන්වීමට ගියා නොවේ. ඇයට කිසිදු කතාවක්‌ නැතිව විෂය වෙනස්‌ කොට ඉංග්‍රීසි මහාචාර්යවරියක්‌ වීමට ඉඩ තිබුණි. විශ්වවිද්‍යාල ආචාර්යවරයෙක්‌ එබඳු විය යුතුය. නමුත් කුසුමා කරුණාරත්නලාගේ යුගයෙන් පසු තත්ත්වය බියකරු ලෙස වෙනස්‌ වී ඇති බව සරත් විඡේසූරියගේ කෘතියෙන් පෙනේ. 

සරත් විඡේසූරිය කතා කළේ සිංහල අංශය ගැන පමණි. නමුත් ඒ පිරිහීම විශ්වවිද්‍යාලයේ සියලු අංශවලට බලපා තිබෙන බව අද වන විට සියලු දෙනාටම ප්‍රත්‍යක්‍ෂ වන කාරණයකි. වර්තමානයේ මහමග පෙළපාලි යමින් සටන් පාඨ කියන විශ්වවිද්‍යාල ආචාර්යවරුන් අනාගතයේ බිහි කරන්නේ ඔවුන්ටත් වඩා අන්ත විශ්වවිද්‍යාල ආචාර්යවරුන් පරම්පරාවක්‌ බව අමුතුවෙන් කිවයුතු නැත. අද වන විට මේ රටේ හැකියාවක්‌ තිබෙන සෑම දෙමව්පියෙක්‌ම පුද්ගලික විශ්වවිද්‍යාල දෙස බැලීම වැළැක්‌විය නොහැක. මට එක්‌ වෛද්‍ය සිසුවෙක්‌ කියා සිටි පරිදි ඔහු දැනුවත්ව ආණ්‌ඩුවේ විශ්වවිද්‍යාලවල වෛද්‍ය පීඨයට ඇතුල් වීමට වරම් ලබා ඇති සිසුන් හය දෙනකු මාලාඹේ පුද්ගලික වෛද්‍ය විශ්වවිද්‍යාලයට අයදුම්පත් යවා ඇත. එයට හේතුව අපේ විශ්වවිද්‍යාලවල වෛද්‍ය පීඨ කලා පීඨ තරම්ම තවමත් පිරිහී නැති වුවත් වැඩ වර්ජන වැනි දේවල්වලින් සිසුන්ගේ තරුණ විය කා දමනවාට වඩා පෞද්ගලික විශ්වවිද්‍යාලයකට තම දරුවන් ඇතුල් කිරීමට දෙමව්පියන් ප්‍රියකළ නිසාය.

අප මේ දකින්නේ ජාතික ෙ€දවාචකයකි. මේ රටේ විශ්වවිද්‍යාල සියලු අඩුපාඩුකම් මධ්‍යයේ මෑතක්‌ වනතුරු යම්කිසි තත්ත්වයක්‌ රැකගෙන ආවේය. නමුත් එය අද වන විට විශ්වවිද්‍යාල ආචාර්යවරුන් හැටියට පත්වන අයගේ තත්ත්වය බාල වීමත් දේශපාලන වුවමනාවන් මත කටයුතු කරන උද්ඝෝෂණකරුවන් අතලොස්‌සකගේ වුවමනාවන් නිසාත් මේ ආයතන එන්න එන්නම පිරිහී ප්‍රබුද්ධ ජනතාවගේ විශ්වාසය නැති තත්ත්වයට වැටෙනු ඇත. තමන්ගේ වෘත්තීයමය තත්ත්වය ගැන හැඟීමක්‌ ඇති විශ්වවිද්‍යාල ආචාර්යවරුන් දැන්වත් ඉදිරියට අවුත් මේ සිදු වී ඇති පිරිහීමට පිළියම් යෙදුවේ නැත්නම් මේ රටේ අනාගතය සහමුලින්ම පෞද්ගලික විශ්වවිද්‍යාලවලට හිමිවීම වැළැක්‌විය නොහැක.

රාවයේ අයිතිය වෙනස් වීමක් ගැන පසු ගිය සති කිහිපයක කාලයේ පළවූ විවිධ ප‍්‍රවෘත්ති ඇතැම් විට අතිශයෝක්තියට නැගුණු අතර ඒ නිසාම නොමග යවන සුළු ගතියක් කියාපෑවේය.
වසර විසි පහකට වැඩි කාලයක් තිස්සේ මේ රටේ සමාජ-දේශපාලනික කතිකාව තුළ විකල්ප සළකුණක් තැබූ එකම පුවත්පත රාවය බව අපේ විශ්වාසයයි. එම කතිකාව, වෙන කවරදාටත් වඩා, අදටත් මින් මත්තටත්, මේ රටට අවශ්‍ය කරන්නේය. එය, වර්තමාන තත්වයන් තුළ තබා සැලකිල්ලට ගන්නේ නම්, රාවයට ආදරය කරන සියල්ලන්ගේ පරිශ‍්‍රමය සක‍්‍රීය ආකාරයකින් අවශ්‍ය කෙරෙන විශාල අභියෝගයකි.
එම අභියෝගය ජය ගැනීම සඳහා රාවයේ වර්තමාන ආර්ථික සහ මූල්‍යමය පදනම වර්ධනය කොට ශක්තිමත් කිරීම අනිවාර්ය කෙරී ඇත. ඒ සඳහා දළ වශයෙන් රුපියල් මිලියන 20 ක මුදලක් මේ අවස්ථාවේ දී අවශ්‍ය කෙරේ. එම තත්වය තුළ, රාවය මෙතෙක් පවත්වාගෙන ආ ස්වාධීන අනන්‍යතාව මතුවටත් රැකෙන ආකාරයෙන්, රාවයේ අයිතියෙන් කොටසක් එහි පාඨකයන්ගේ සහ රාවයේ අනාගත අභිවෘද්ධිය පතන ස්වාධීන සමාජ කොටස් වෙත විවෘත කිරීමට රාවයේ පාලනාධිකාරිය එකඟත්වය පළ කොට තිබීම අපේ සතුටට කාරණයකි.

WikiLeaks: CPC And CEB – Sri Lanka Is Meeting IMF Targets



“An IMF team conducting its first quarterly assessment has determined that Sri Lanka is meeting the targets of the July IMF standby agreement, and it appears that the IMF staff will recommend release of the second tranche of IMF funds in October. The IMF agreement, combined with optimism from the end of Sri Lanka,s conflict and an improving external economic environment, has encouraged substantial inflows of foreign capital into Sri Lanka. Although the road forward will be challenging, the IMF believes that Sri Lanka is on track to build international foreign reserves, control expenditure, increase government revenue, and reform the banking sector. The IMF will establish an office housed in the Sri Lankan Central Bank to monitor compliance. Overall, the IMF seems more optimistic than several local economists.”the US Embassy Colombo informed Washington.

The Colombo Telegraph found the related leaked cable from the WikiLeaks database. The unclassified cable recounts the details of the first quarterly review conducted by the IMF  re  Sri Lanka’s progress toward IMF goals.The cable was written on September 23, 2009  by the US Ambassador to Colombo, Patricia A. Butenis.
Ambassador Butenis wrote; “The most difficult challenge will be to increase revenue so that Sri Lanka escapes from chronic balance of payments crisis. Government revenue fell by an estimated 6%  in the first half of 2009, reflecting declining imports (GSL derives a key segment of its revenue from import duties) and a weak domestic economy. The GSL has targeted increasing its revenue by 2% of GDP by 2011, starting from the 14.9% collected in 2008. Aitken was optimist that the GSL is ready to make fundamental reforms to increase revenue, and he noted that Sri Lanka has already increased its “nation building tax” from 1.5 to 3%. Sri Lanka will also benefit from increased revenues as the economy improves and imports increase. GSL has a Presidential Commission to examine ways to increase revenue, focusing on widening the taxpayer base rather than increasing tax rates. Currently there are only 650,000 taxpayers (out of a total 20 million population) but the GSL to start collecting from 1 million taxpayers by 2010.”
“The GSL could meet its IMF target for two key state owned enterprises (SOE) to break even financially by 2011. The Ceylon Petroleum Company (CPC) and Ceylon Electricity Board (CEB) chronically lose money, but the IMF team thought that the GSL has fully committed to reforming these SOEs to stop the drain on government finances. The CPC has benefited from falling international oil prices, while they have kept domestic retail oil prices high. Similarly, the CEB is building a coal fired electricity plant, so they could benefit from moving from high cost oil to cheaper coal. It is not clear that the GSL has planned real reforms of either SOE.” she further wrote.
Placing a comment Butenis wrote; Econoff was surprised by the IMF,s optimistic assessment. Although clearly the GSL has built up its reserves, and private capital is flowing into portfolio investments, many economists and businessmen are skeptical that the GSL will be able to continue to meet its spending and revenue targets. The GSL plans to call Presidential and Parliamentary elections over the next six months, which could lead to excessive spending.”

The State Pharmaceuticals Corporation (SPC), which supplies life- saving or essential drugs to public hospitals and medical clinics, was reported yesterday to have run out of funds to buy drugs because the Treasury had cut the Health Ministry’s budgetary allocation by Rs. five billion.

 According to yesterday’s Daily Mirror front page story the cut in allocations and the lack of funds have resulted in a dangerous shortage of life- saving drugs at the Maharagama Cancer Hospital, the Sri Lanka National Hospital, the Teaching Hospitals in Peradeniya, Karapitiya, Jaffna and Anuradhapura and the General Hospitals in Kandy, Galle, Anuradhapura, Batticaloa, Kurunegala and several district and base hospitals.



A spokesman for the SPC said the total budgetary allocation for the import of medicinal drugs was Rs.21.4 billion but by yesterday the SPC had used Rs. 15.1 billion. The SPC’s bankers, the Bank of Ceylon and the People's Bank had informed that they were unable to open any more letters of credit as the SPC had exceeded its loan limits because of the Rs. five billion cut by the Treasury. The recurrent and capital expenditure for the Health Ministry has been estimated at Rs. 93 billion and an official said the cut by the Treasury had affected the allocation for the SPC’s drug imports because the Ministry could not afford to cut any other recurrent expenditure like salaries for doctors and other staff.

 Some Rs. 290 billion had been allocated for the Ministry of Defence and Urban Development for 2013 while about Rs. seven billion—that means about Rs. 2 million a day-- had been allocated for the Office of the President.

 It is shocking and shameful that the Rs. five billion cut by the Treasury has been imposed on a life or death area such as the import of life- saving drugs. In terms of the comprehensive National Medicinal Drugs Policy (NMDP)-- which the cabinet approved as  far back as October 2005 but legislation for which has still not been introduced in Parliament-- the SPC and the State Pharmaceutical Manufacturing Corporation (SPMC) were to be amalgamated. Incentives were to be given for the SPMC to manufacture hundreds of essential or life- saving drugs. Instead of doing this about 15,000 drugs—including some non-essential though highly expensive varieties under their brand names—have been registered for import and prescription. As a result Sri Lanka is wasting hundreds of millions of dollars in foreign exchange and today poor innocent people warded in public hospitals and even cancer victims at the Maharagama hospital are suffering grave consequences.

 Recently Health Minister Maithripala Sirisena made the ridiculous statement that draft legislation for a National Medicinal Drugs Policy had disappeared. Was it another way of saying that a VIP does not want the NMDP because transnational drug corporations are giving huge amounts of funds to the ruling party?

This is a deadly situation and needs to be rectified immediately because it is only May and if we don’t have life saving drugs till December this year, hundreds might die and it would amount to second- degree murder.

Blundering politicians continue their assault on Higher Education

It is said that in this poem Goldsmiith was referring to his own tutor in the village in which he grew up and where his father was the Anglican parish priest. Goldsmith apparently had a very high regard and respect for this village schoolmaster; but the schoolchildren, as kids everywhere, were quick to recognise their teacher’s varying moods and kept him in good humour and avoided inviting his wrath, It appears that our university administrators today are following what schoolchildren have been doing, before and after Goldsmith’s time. They seem to think, rightly or wrongly, that they owe their positions to politicians and bend over backwards to show their loyalty to the politicians who have placed them in the positions they hold. Sadly this malaise has even spread to members of the University Councils who also think that they must do the bidding of the politicians who have placed then in their positions. Their decision making is therefore warped by this mind-set.

In 1948, the United Nations adopted the Universal Declaration of Human Rights which included the right to education. Primary education was to be compulsory and free while higher education was to be accessible to all on the basis of merit. The same Article 26 in the Declaration of Hunan Rights further states: "Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance and friendship among all nations, racial or religious groups, and shall further the activities of the United Nations for the maintenance of peace."

Sri Lanka has had a long tradition of learning. The village Buddhist and Hindu temples produced scholars in all disciplines of study including science and medicine, but particularly in the fields of art, literature and religion. But some years before the United Nations adopted the Universal Declaration of Human Rights.. Sri Lanka had introduced free education not just for the primary stages but right up to university level. Compulsory education was also introduced at the same time but it took a while to be implemented because of inadequate facilities. But following the Kannangara reforms, there was a surge in the provision of well-staffed quality schools in all parts of the country. The same held for university education. Access was on merit but not available to all. owing of inadequate material resources There was then only one University of Ceylon. Even wIth many more now, we are still not able to meet the demands for higher education. There is also a wide disparity between the universities in the quality of education each of them provide.

Issues facing higher education

These are the deficiencies and issues that the Ministry of Higher Education should be addressing. Free education needs to be strengthened; the Universities should be provided with adequate material and physical resources to meet the demand for higher education. The autonomy of the Universities should safeguarded and the Vice Chancellors and academic staff should be selected on merit and research encouraged.

It was not very long nago that we had a prolonged and unprecedented trade union action by the university academics. It was resolved only when the university authorities and the Ministry of Higher Education agreed to implement the major demands of the striking academics. But none of the major demands of FUTA appear to have been have been conceded and the Ministry seems intent on gearing up for another confrontation with the University teachers.

It is now generally accepted that the recommendation of the UNESCO that member countries of the United Nations should aim at allocating 6% of the GDP for education to ensure that that the minimum standards in education are met. But to our shame, the present allocation in Sri Lanka is only 1.9%. Politicians are fond of saying that Sri Lanka will become the educational hub of Asia. This is pure rhetoric. In fact the Budget, instead of increasing the allocation for education, actually reduced it, presumably to provide for the huge increase in allocation for the Ministry of Defence. If Sri Lanka is to move forward to becoming an educational hub of Asia, there must be definite commitment by the government towards the end of allocating of GDP for education. This cannot be achieved by the Ministry issuing diktats on political bases. The Kannangara reforms came into being after considerable public discussion through the media and through direct consultations with academics. No such discussions take place now. The Ministry must give up its ‘take it or leave it’ attitude, that only it knows what is best. All stakeholders, including the academics and parents, need to be drawn into the decision making process. This will make for healthy democratic governance not only in education but in all areas involving people’s lives.

The introduction of compulsory training in military camps for new University entrants was also an unacceptable unilateral decision. This was perhaps not a brainchild of the Ministry of Higher Education but a decision forced on it by the ideologists of the Ministry of Defence. It appears that the curriculum is more an exercise in indoctrination, in disregarding our pluralist past and highlighting our narrow present. Obviously those who formulated the curriculum did not think in terms of the LLRC recommendation that we should be fostering reconciliation.

But it is the Ministry of Higher Education that is solely responsible for the politicisation of our Universities. The University administrators and the University Councils have also to take their share of the blame for not resisting the naked politicisation of our Universities The appointment of a new Vice Chancellor for the University of Colombo has been embroiled in controversy. Attempts are being made to appoint the spouse of the former Vice Chancellor who is now the Chairperson of the University Grants Commission, when among the short-listed candidates is a senior academic with unmatched academic qualifications. But the spouse of the favourite candidate has been a loyal political favourite and was herself rewarded by being appointed to the Chair of the UGC.

The crisis at Peradeniya

The appointment of the Vice Chancellor of the University of Peradeniya has also been mired in controversy. The person chosen was the least qualified among the short-listed applicants the appointment was obviously a clear political decision. So also was the Vice Chancellor’s choice of a Deputy. These are leading to a real crisis situation in the University system.

In a hard-hitting statement, the FUTA has written: "Having minions of unscrupulous politicians at key positions in administration is now taking its toll of the entire Sri Lankan University system as Vice Chancellors are appointed not on academic merit but solely on political connections. These institutions are now depicted in the public's eye in negative hues due to unprecedented politicization and deterioration of autonomy. This is despite the efforts of FUTA and its sister unions to enlighten the public and exert relentless pressure on the administrators and the government to realise and respect the importance of university autonomy and academic freedom.

When the last TUA action of FUTA ended, it was agreed to have senate meetings at each university on autonomy, academic freedom and politicization. Despite this, the government continues to attempt to violate the autonomy of our universities taking political interference to an unprecedented level.....

The University of Peradeniya is one of the oldest and most prestigious of Sri Lankan universities has also not been spared. The government appointed the least qualified candidate as Vice Chancellor highlighting bad governance and vested interests. In an attempt to exert pressure on the VC to comply with existing procedures, the Federation of Peradeniya University Teachers’ Associations (FPUTA) officially met the newly appointed VC and communicated the importance of winning the trust of the academic community he was appointed to lead. But this was not to be: the Deputy Vice Chancellor appointment at the University of Peradeniya which followed also reflected the will of government-backed administrators rather than that of the academic community. The person appointed had antagonistic relations with both academics and students due to high handed and unethical behaviour and no right-thinking administration would have selected such an individual to a position of great responsibility. In protest, the Peradeniya Academic community through the Union submitted a petition signed by members of all faculties, requesting the Vice Chancellor to replace the Deputy Vice Chancellor. This was ignored. To stall these unprecedented breaches on autonomy, the Peradeniya University Community through FPUTA staged a one day token strike. As there was no positive response from the administration, the members withdrew from all the voluntary positions that directly dealt with the Deputy Vice Chancellor. FPUTA also resolved that its members will resort to agitations at crucial events/junctures, as deemed necessary by the academic community to protest the deterioration of university autonomy and academic freedom. The academic community is also considering boycotting the convocation procession and the dinner this year. This is a final resort since the academic community is fully aware and sensitive of the importance of this occasion for students. This step is being considered reluctantly to protest against the deplorable lack of sensitivity towards the will of the entire academic community of University of Peradeniya by the politicized administrators."

Lowering academic standards

Also at Peradeniya recently, there were surreptitious moves to admit ten students to the Medical Faculty without going through the competitive GCE Advanced Level examination by which other students are selected for the MBBS programme. Sadly, there were university academic administrators who colluded in these moves. It is believed that the ten students were selected not on their academic records but they were coming in as fee-paying students. FUTA in their statement say: "It is learnt that interested political masters and their flunkeys have threatened and intimidated academics who protested against this decision. The authorities concerned clearly wanted to change the Peradeniya Medical Faculty into a degree shop and sadly, university administrators are letting it happen. Despite this, the Faculty Board of the Medical Faculty stood resolutely by their principles and have been able to defeat this well planned initiative. Similar stories of unprecedented ill-deeds are regularly disseminating from the entire university system.

We believe, now it is time for the academic community of Sri Lanka to step up their fight to safeguard the university system in what is possibly the darkest period of university education in this country. It is now time to stand united against the tides of darkness that threaten not only our institutions, but also our dignity. It is now time to fearlessly stand up for what we believe is right."

This statement of FUTA reflects a growing disappointment with the way that some political supporters of the government, including ministers and bureaucrats, are helping the people to openly distance themselves from the government. The country now needs a Mandela-type leader who will not fight evil by evil, one who will embrace the other without abandoning principles and stand firm on ensuring democratic governance. Is there such a leader on the horizon?
