Social Responsibility in Universities in Unstable Times

Guest lecture delivered at the international conference, ‘Revisiting Social Responsibility in Contexts of Crisis: Challenges and Possibilities in Sri Lanka’ at Faculty of Arts, University of Colombo, 17 November 2014
Vice Chancellor, the dean and colleagues, let me wish all of you a very good morning.
When the Dean, Faculty of Arts wrote to me some time ago and asked if I am willing to speak at this conference under the theme, ‘Revisiting Social Responsibility in Contexts of Crisis,’ I postponed responding to him. That is because I was quite anxious that this was yet another generic theme couched within a developmentalist and feel-good agenda. But after a reminder from him, and on a closer reading, I realized that the conference offered a certain obvious space for critical self-reflection on what social responsibility might mean, if one wanted to do so. This space is my point of departure.
Despite the conference’s focus on Sri Lanka, much of my reading comes from sources beyond Sri Lanka. My interest is to explore what social responsibility means within universities in difficult times rather than more generally. Of course, many countries have gone through socio-political upheavals for various reasons within which the notion of social responsibility has undergone significant transformations. In this context, I will present some of these situations to you with an invitation: what do these experiences mean when translated into local contexts?
If we accept that the university is a space for the generation of knowledge as well as innovation in thinking, what would happen when the fundamental intellectual space needed for the production of knowledge becomes ruptured under unstable socio-political conditions? What happens to larger issues of citizenship and social responsibility? Does the practice of such responsibilities become life-threatening?
I will attempt to answer these questions by taking the following route: 1) initially, I will briefly suggest what I consider to be academics’ responsibility to society. This will be followed by an outline of my own understanding of what a university ought to be; 2) Second, I will explore briefly through the thoughts of a few thinkers how the idea of the university has transformed globally, particularly with reference to human sciences; 3) thirdly I will outline how universities are officially situated locally; and 4) finally, I will see how social responsibility might seem like in these circumstances.
Who is an academic and what is a university? 
For me, “being an academic is not simply holding a job. It is a vocation; it is a way of life; it should be a passion; and above all, it is a responsibility. To be this, one needs a specific frame of mind in addition to training.”[1] To do all this, one also has to go beyond the classroom into the domains of broader social practice. To do this, one also has to go beyond the syllabus in the classroom itself. Even within the syllabus, one has move beyond the text and the disciplines to the discursive practices of the philosophy of knowledge, citizenship, justice and common-sense. This is not simply the responsibility of individual academics. It is also the institutional responsibility of universities to ensure the feasibility of this vocation. It may be obvious, what I have in mind as an academic with a responsibility to his society is not simply someone who is working within the ivory tower and is imprisoned by it. Instead, it must be someone who can travel with ease between society and academy without compromising the integrity of his vocation. In other words, an academic necessarily also has to be a public intellectual. This is particularly so in regions like South Asia where societies are burdened with multiple crises in which a rational discourse unshackled by religion, ethnicity and other sectarian tendencies is a necessity. Being the author of such a discourse is the responsibility of an academic. Admittedly, what I have suggested is a very subjective position. But then, responsibilities cannot be clinical positions understood in black and white. They are by definition subjective and inscribed with emotion, ideology and passion. My exploration of what social responsibility means will begin its journey from this subjective position.
The other side of this equation is what a university should be. S. Radhakrishnan has noted that “the ideal of the university is the promotion of liberty of mind or freedom of thought” and has nothing to do with promoting “conformity”.[2] With reference to Sri Lanka, Panduka Karunanayake suggests quite correctly that “the university is society’s intellectual compass – not it’s computing machine.”[3] It is also in such a context but much earlier in time that Rabindranath Tagore noted that “universities should never be made into mechanical organizations for collecting and distributing knowledge.”[4]
How has the idea of the university transformed, globally?
The consensus among many thinking people is that university education is experiencing numerous crises today. This is more acutely felt in the human sciences. It is by visiting these specific situations that we can assess what social responsibility of individuals in these systems might be, and how they might have changed. Terry Eagleton, in a recent essay titled Death of Universities focused on higher education in the United Kingdom observes that “what we have witnessed in our own time is the death of universities as centres of critique.”[5] In this sense, the university is expected to be the space where the conscience of the society would reside openly and not in hiding. For me, this specific understanding of a university is the most crucial element in any structure of social responsibility as it impacts the academy. However, as Eagleton explains, in the case of the United Kingdom, “since Margaret Thatcher, the role of academia has been to service the status quo, not challenge it in the name of justice, tradition, imagination, human welfare, the free play of the mind or alternative visions of the future.”[6] But as we know quite well, the UK is simply one of the many countries where this situation currently prevails.
Many such thinkers are talking about the transformation of universities from a space for critical reflection and production of knowledge into simple technical institutions. It is precisely this situation that Tagore lamented about so long ago in his essay, ‘An Asian University.’ He noted, “we are provided with buildings and books and other magnificent burdens calculated to suppress our mind. — All this has cost us money, and also our finer ideas, while our intellectual vacancy has been crammed with what is described in official reports as Education.”[7] He was talking about colonial education in India. But he might as well be talking of the present situation in higher education in many Indian institutes as well as ours.
How are universities officially situated in Sri Lanka?
If the ideal of the university and its current transformed self globally can be summarised as above, let me now briefly describe how universities in Sri Lanka have been understood by the guardian of the system, namely the Ministry of Higher Education. It is within this official reality you have to teach and would also have to define what social responsibility might mean. On its website, the Ministry of Higher Education presents the following sentiment as its ‘vision’: “Sri Lanka to be an international hub of excellence for higher education by 2020.”[8] Surely, such a hub of excellence in any sense should be an oasis for free thinking where social responsibility would be a natural and essential partner. In itself, this vision does not contradict the ideal of a university as I have described earlier. The ministry’s ‘mission’ explains how this hub would be achieved in the following words: “To Delight Students, The Industry, Staff And Other Stakeholders Of The Higher Education System Of Sri Lanka By Formulating And Implementing Results Oriented Policies & Strategies And To Deliver Results In An Effective And Efficient Manner Through A Participatory Process To Produce The Best Intellectuals, Professionals, Researchers, Entrepreneurs To Deliver Innovative Solutions To Make Sri Lanka “The Wonder Of Asia.”[9] Clearly, the Ministry has carved out as its mission to create a large and throbbing comfort zone filled with happy people. The manner, in which I described social responsibility within higher education earlier, would necessarily fit into this scheme of things. Universities cannot produce “the best intellectuals, professionals, researchers and entrepreneurs” and make Sri Lanka “The Wonder Of Asia,” without seriously engaging with social responsibility.
Seen in this sense, this official position seems to indicate that the country’s higher education sector is keen to create a vibrant knowledge production system within which there ought to be ample space for the production of knowledge within a discourse of social responsibility. Nevertheless, despite this seeming availability of space for innovation and free thinking in Sri Lankan universities, what is more clearly manifest is the promotion of a very different set of institutions which vary considerably from the original idea of what a university was supposed to be.
Much of these pronouncements also have to do with the state’s understating of ‘research.’ There is considerable consensus among the guardians of the university system, captains of industry and many university academics that the responsibility for meeting the national research requirements should be borne by the state universities and their academics. Research understood in this manner is supposed to fuel “industrial development and economic growth,”[10] and nothing more. This sense of research squarely locates it within the ambit of ‘profit.’ Similarly, some streams of human sciences have also become vibrant service providers for industry and international and local civil society. That is, research is no longer about seeking knowledge and understanding the human condition. Instead, it is about ‘delighting’ the ‘industry’ and other stake-holders as the Ministry of Higher Education’s mission very clearly proclaims.
What we are seeing is the enforced disappearance of the university and the emergence of technical colleges in its place. This is merely the local manifestation of a trend that is already evident in other parts of South Asia as well as beyond the region.
How can social responsibility be understood in these circumstances?
What I have outlined so far are the conditions that have ruptured university education in general and human sciences more specifically. However, this has not always happened under conditions of political upheaval and violence. Often, these changes have taken place under conditions of general socio-political change and specific economic reforms that have followed the global embrace of the neo-liberal agenda. Situations of war, generalized violence and dismantling of democratic practices invariably exert much more pressures on universities as zones of freedom. Edward Said, in his essay, ‘Identity, Authority and Freedom’ suggests that in the post-independence Arab world, state universities were seen as extensions of the national security states, which had become a norm in state formation after independence in the Middle East. In this context, Said makes the following observations about the Arab academy:
Alas, political conformity rather than intellectual excellence was often made to serve as a criterion for promotion and appointment, with the general result that timidity, a studious lack of imagination, and careful conservatism came to rule intellectual practice.[11]
As all of us know quite well, Said’s description of post-independence Arab academy describes equally well the prevailing general situation in Sri Lanka as well as the broader South Asia region. In Sri Lanka, India, Pakistan, Bangladesh and Nepal, Vice Chancellors are appointed by the President or the Prime Minister of the country. Appointments to similar positions in regional universities in Pakistan and India are made by provincial governors. In all cases, these are acutely political appointments where academic credentials have little relevance. What is of relevance is an appointee’s proximity to political power. In Sri Lanka, this state of affairs has come about as a result of the state’s relentless intrusion into universities since the late 1960s. This has happened in the backdrop of institutionalization of political violence in the country, out-migration academics to the greener pastures of the West, experimentation with neo-liberal policies of governance, the long-term impact of war and political violence on the practice of democracy and so on.
When crucial appointments such as these are made on the basis of narrowly defined political ends, what does it mean with regard to social responsibility of both academics and academia? Doesn’t ‘social responsibility’ of academics appointed to these positions transform into an ‘individual responsibility’ for political survival? Can they be guardians of a system whose original goals were far greater and much loftier than the self-interests of the political dispensations which appoint them? The way to survive in these circumstances is to ensure that the university is no longer a space for self-reflection and responsible critique as it was once thought to be, but merely a training ground with defined techno-political goals delinked from larger issues of citizenship, democracy and justice.   It is in a similar situation that Prof Romila Thapar made the following crucial observations: “There are more academics in existence than ever before but most prefer not to confront authority even if it debars the path of free thinking. Is this because they wish to pursue knowledge undisturbed or because they are ready to discard knowledge, should authority require them to do so.”[12] Prof Thapar made her observations not only in her capacity as one of the most erudite contemporary scholars of history in South Asia, but also as a person with a pronounced track record in public engagement at the height of her career at great personal cost. It seems obvious that the relative silence and lack of public engagement academics in our part of the world have imposed on themselves have nothing to do with their interest in pursuing knowledge undisturbed. Rather, it has everything to do with survival and self-preservation in times of crises coupled with the institutionalization of mediocrity in the academy as referred to by Said. If the broader public engagement of academics is discouraged and stifled, such a situation would transform universities into sterile spaces devoid of the morality of social responsibility. Closer to home, it is in view of what universities had become in Sri Lanka that Prof Gananath Obyesekere in a letter to President Rajapaksa in 2012 suggested, “there is another challenge for a wise leader, and that is to bring back the universities to its early glory by supporting them at every level because a world bereft of intellectual life will end up as a dreary world.”[13] It appears that we unfortunately have a serious dearth of wise leaders in public life.
However, the transformation of the academy into a technical space without its moral authority is not something that the state has done on its own. It has considerable support from within academia as well as the public. In the Sri Lankan context, can we think of any significant and sustained public debates on the nature of universities? Most parents who send their children to Sri Lanka’s universities actually seem to want what the state wants to give them: a technical education that might offer their children a placement in the labor market as a docile service provider. Who can blame them in circumstances where the creation of a philosopher who might possess the moral conscience of the world might mean nothing if he cannot bring home a pay check at the end of the month to satisfy the hunger of his family. In this context, is the argument for universities as a space for reflection and responsible critique as a key element of social responsibility be justified any longer? Or, perhaps what is more relevant is what most people seem to want. This is quite simply a basic technical training with the guarantee of a job. Hopefully in the near future, some of the many survey-taking sociologists and economists this system has abundantly produced can conduct a survey and inform all of us what our people actually want. If they also want what the state subscribes to, which is entirely possible, then our moral authority to describe universities’ and academics’ social responsibility as I have done so far, will have to be radically re-thought and changed. Our responsibility then should be to create a space of technical knowhow which also imbibes a sense of conformity. I think to a large extent this post-Orwellian brave new world has already arrived. In this context, let me again refer to the words of Professor Thapar: “it is not that we are bereft of people who can think autonomously and ask relevant questions. But frequently where there should be voices, there is silence. Are we all being co-opted too easily by the comforts of conforming?”[14] In this sense, conformity and relative silence in India, Sri Lanka and elsewhere in South Asia have come about as a necessity for survival. In fact, it seems silence and conformity might well be the new form of social responsibility understood strictly within a discourse of personal survival.
But this state of affairs poses yet another problem when perceived from the point of view of social responsibility. If the responsibility of the system is to create conformist labourers for the larger marketplace, how equipped are universities to deliver even this limited goal? Medical, computing, engineering and other allied disciplines have been fulfilling precisely this goal of offering a technical education devoid of larger issues of ethics and justice over a long period of time. Compared to this long-term reality, what can the human sciences offer the market? Have the relevant academic departments begun training their students directly for the market as willed by the state with the tacit support of the populace? Or by swimming against the tide, have they created within their courses the space for self-reflection by introducing cutting-edge knowledge from each discipline available in different parts of the world, and by creating the necessary space to go beyond the syllabus creatively? Or are they happy with repeatedly transmitting received wisdom? Happily, I am no longer part of the system and am not privy to the answers. Unhappily, you are very much part of the system and are quite aware of what the situation is. So where does this leave us in terms of social responsibly? Either we need to accept that our responsibility lies in training workers for the market and have no civilizational responsibility beyond this simple utilitarian role. Or, we have to accept that our responsibility is to ensure that we offer a broader education within which technical education is also possible. But are we doing either of these things right?
Mind you, I am not hostile to the government’s agenda for a technical education. Given the expectations of our people, we have a responsibility to offer such an education to some degree. And I emphasise the words, ‘to some degree.’ But if I am to define my responsibility to society as an academic, it simply cannot be the mere offering of technical competence to the young people who come to my classes. I believe my responsibility to society also includes the creation of a sensibility among them which might hopefully make them sensible citizens. That would remain my conviction irrespective of the contrary agenda of the state and the wishes of the people.
In the words of Rabindranath Tagore, “I try to assert in my words and works that education has its only meaning and object in freedom – freedom from ignorance about the laws of the universe, and freedom from passion and prejudice in our communications with the human world.”[15] Personally, when I cannot do this, it is time for me to look for another vocation. When I cannot do this, I know I will not be able to carry out my responsibility to society and to myself. On the other hand, what you do is entirely up to you, and when the future arrives, the writing on the walls will tell our younger generations how you dealt with your sense of social responsibility and what you did with your conscience.

Aluthgama and the consequences of impunity

FUTA PRESS RELEASE

The Federation of University Teachers’ Associations (FUTA) vehemently
condemns the violent incidents and complete breakdown of law and order that
transpired in Aluthgama on the 14th and 15th of this month. While condemning all
forms of religious and ethnic intolerance, discrimination and violence, FUTA sees
the Aluthgama incident as an individual expression of a larger systemic problem.
We are perplexed as to how, in a country where the police swiftly seek judicial
orders to prevent university students from holding protest marches, the same
police is unable to anticipate the consequences of an extremist quasi-religious
organization holding a large public rally in an area already simmering with
religious tension. We are also perplexed as to how once violence broke out,
despite heavy police and military presence, the rioting continued unabated for
several hours with much damage to property, businesses, places of worship,
including the death of two Muslim youth.
FUTA believes, as with the recent attack on Ruhuna university students and
lecturers and a number of incidents of intimidation at Jaffna university and the
general stifling of any form of dissent by trade unions, students or other civil
society groups, the Aluthgama incident points to a dangerous culture of impunity
that is nurtured and fostered by those within or close to the current regime.
Certain groups, it appears are above the law and are empowered to unleash
prejudice, hatred and violence at will. If this culture of impunity is allowed to
grow unchecked every individual in this country will fear for their safety and
security. What little faith that exists in the institutions of law and order will
further deteriorate with grave social consequences leading to a situation where
people will increasingly take policing into their hands.
In any multicultural society ethnic and religious tensions do occur but it is the role
of the state to act swiftly and decisively to stem such tensions and protect its
citizens. Sri Lanka has just emerged from 30 years of brutal and lacerating civil
conflict and we can ill afford another ethno-religious conflagration. We call upon
the state, and the current regime who are custodians of the state, to immediately
arrest and prosecute those who incited and perpetrated violence in Aluthgama.
We also call upon the state to immediately take substantive measures to restore
law, order and good governance and to restore people’s faith in the institutions of
law and order. We demand an immediate stop to the unleashing of violence upon
those who hold dissenting views and that the right to democratic protest and
dissent be respected.

සරසවි ඇදුරු මාධ්‍ය හමුව කොළඹ සරසවි ගේට්‌ටුව ළඟ

විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ සමිති සම්මේලනයේ මෙහෙයවීමෙන් කොළඹ විශ්වවිද්‍යාලයීය ආචාර්යවරුන්ගේ රැස්‌වීම් ශාලාවේ ඊයේ (11 වැනිදා) පැවැත්වීමට සූදානම් කර තිබූ මාධ්‍ය සාකච්ඡාවට පාලනාධිකාරිය අවසර නොදීම නිසා එය ගේට්‌ටුව අසලදී පැවැත්වීමට සිදුවිය.

මාධ්‍ය සාකච්ඡාව කැඳවා තිබුණේ අන්තර් විශ්වවිද්‍යාලයීය ශිෂ්‍ය බල මණ්‌ඩලයේ කැඳවුම්කරු සංජීව බණ්‌ඩාර සහ අන්තර් විශ්වවිද්‍යාලයීය භික්‍ෂු බල මණ්‌ඩලයේ කැඳවුම්කරු කිඹුල්ලෑවේ චන්ද්‍රානන්ද හිමියන් අත්අඩංගුවට ගැනීම සම්බන්ධයෙන් කරුණු දැක්‌වීම සඳහාය.

මෙම සාකච්ඡාව සඳහා රැස්‌වීම් ශාලාව සූදානම් කර තිබූ නමුත් ඊට සහභාගි වීම සඳහා මාධ්‍යවේදීන්ට ගේට්‌ටුවෙන් ඇතුළු වීමට අවසර නොලැබිණි. ආරක්‍ෂක අංශ ප්‍රකාශ කළේ මාධ්‍ය සාකච්ඡාවක්‌ සඳහා අවසරයක්‌ නොමැති බවට ඉහළින් දැනුම් දී ඇති බවය. සම්මේලනයේ සභාපති ආචාර්ය නිර්මාල් රංජිත් දේවසිරි, උප සභාපති ආචාර්ය රොහාන් ප්‍රනාන්දු යන මහත්වරුන් ඇතුළු ආචාර්යවරුන් කිහිප දෙනකු ගේට්‌ටුව අසලට පැමිණ මාධ්‍යවේදීන් කැඳවාගෙන යාමට ගත් උත්සාහයද අසාර්ථක වූ අතර මාධ්‍ය සාකච්ඡාව ගේට්‌ටුව අසල සිට පැවැත්වීමට තීරණය කළේ ඉන් පසුවය. සාකච්ඡාව සඳහා අවශ්‍ය පුටු හා මේසද රැස්‌වීම් ශාලාවේ සිට රැගෙන පැමිණියේ ආචාර්යවරුන් විසිනි.

තමන් පැවැත්වූ දින සියයක වැඩ වර්ජනය අවසානයේ ආර්ථික සංවර්ධන ඇමැති බැසිල් රාජපක්‍ෂ මහතා සමග සම්මේලනය ඇති කර ගත් එකඟතාව අනුව මාධ්‍ය කටයුතුවලට බාධා පමුණුවමින් නිකුත් කර තිබූ අංක 890 දරන චක්‍රලේඛය අහෝසි කර ඇති නමුත් කොළඹ විශ්වවිද්‍යාලයීය පාලනාධිකාරිය එම එකඟතාව කඩ කළ බව මාධ්‍ය සාකච්ඡාවේදී සභාපතිවරයා සඳහන් කළේය.

මාධ්‍ය සාකච්ඡාව රැස්‌වීම් ශාලාවේ පැවැත්වීමට ඉඩ නොදීමට කිසිදු නීතිමය පදනමක්‌ නැතැයිද කී ඒ මහතා මේ සම්බන්ධයෙන් ගත යුතු ක්‍රියා මාර්ග සාකච්ඡා කරන බවද පැවැසීය.

The Federation of University Teachers Associations (FUTA) yesterday accused the Colombo University administration of violating an agreement it had entered into with university authorities last year before calling its 100-day strike.

FUTA members held a media briefing near the Colombo University’s Stanley Wijesundera Mawatha entrance as the university administration prevented media personnel from entering the university premises to attend a press briefing scheduled to be held at the Faculty Club. Security officials flanked by marshalls stopped journalists and their vehicles at the gate and did not allow them to proceed.

FUTA President Dr. Nirmal Ranjith Dewasiri told the media that there had been a circular, No. 890, of the University Grants Commission, earlier issued banning the media from entering universities, but it had been withdrawn by the UGC after the FUTA strike last year.

"In the agreement between the FUTA and the government signed by Economic Development Minister Basil Rajapaksa, it was agreed to withdraw circular No. 890," the FUTA chief said, adding that the UGC had withdrawn it last year.

Dr. Dewasiri alleged that the Colombo University Vice Chancellor had ordered the security personal to stop media personnel. FUTA condemned such action, he added.

He said that he was ready for any disciplinary inquiry if the university administration decided to hold an inquiry against him for holding yesterday’s media conference. "We oppose the appointment of Colombo University’s present VC as it is unethical for him to be in the post when his wife is heading the UGC," Dr. Dewasiri said, adding that he had now started to harass the academics in retaliation.

මේ සිදුවෙමින් පවතින්නේ කුමක් ද? මා මෙය දකින්නේ සිවිල් සමාජ සහ රාජ්‍ය නොවන ආයතන සහ මානව අයිතිවාසිකම් සහ ප්‍රජාතන්ත්‍රවාදී අයිතිවාසිකම් රැකීමට යැයි අධ්‍යාපනය දෙන ශාස්ත්‍රාලීය ව්‍යුහ සහ ඇමෙරිකානු රාජ්‍ය ශිෂ්‍යත්ව අරමුදල් ලාභීන් තුළින්ම විසම්මුතිය මර්ධනය කිරීමේ හරයෙන් ෆැසිස්ට්වාදී වන ලක්ෂණ මතුව ඒමයි. අප මෙය වටහා ගන්නේ කෙසේද? මා යෝජනා කරන්නට කැමැත්තේ මෙය පවත්නා දේශපාලන තත්වයන් තුළ ඉහත සඳහන් කළ ආයතන ව්‍යුහයන්හි ලිබරල් සීමාවන් හෙළිදරව් වීමෙහි ප්‍රථිඵලයක් ලෙස මෙම ආයතන තුළට එන්න එන්නම වාම රැඩිකල් කොටස් ඇතුළු කර ගැනීමෙහි ප්‍රථිඵලයක් බවයි. වෙනත් අයුරකින් කියතොත් මෙම ලිබරල් ආයතන ව්‍යුහයන්ට අලුතින් බඳවා ගැනීමට වැඩි වැඩියෙන් ඇත්තේ අලංකාරිකයෙන් අති වාම සහ හරයෙන් ෆැසිස්ට්වාදී මත දරන ඊනියා රැඩිකල්වාදීන් ය.
අවසන් වශයෙන් කිය යුත්තේ, තරුණයන් දේශපාලනයට ඇදී එන්නේ තමන්ගේ අනන්‍යතාව සම්පාදනය කර ගැනීමටය. තම අනන්‍යතාව සකසා ගැනීමේ මඟ අනෙනෙකු සතුරා කොටගෙන ඔහු විනාශ කිරීම යැයි යන අදහස තරුණයන්ට කා වැද්දීම ලෝකයට යහපතක් නොකරයි. එය ලෝකයට වින කටියි. අපගේ තරුණ තරුණියන්ට හැමදාමත් ජනාන්දෝලකයන් ගේ (demagogues) අනුගාමිකයන් බවට පත්වන්නට සිදුවී තිබීම බලවත් අභාග්‍යයක් නොවේද?
අනුරුද්ධ ප්‍රදීප් කථිකාචාර්යවරයා සේවයෙන් පහකිරීම විවේචනය කරමින් මා රාවය පුවත්පතට ලියූ ලිපිය මුල් කොට ගෙන මා අනුරුද්ධ ප්‍රදීප් ගේ රැකියාව වෙනුවෙන් පෙනී සිටියත් තවත් තරුණ කථිකාචාර්යවරයෙකුගේ රැකියාව අහිමි කිරීමට යටි උගුල් යෙදූ බවටත් මා යටතේ පශ්චාත් උපාධි අධ්‍යයනයේ යෙදී සිටි තම දේශපාලන කණ්ඩායමේ සාමාජිකයන් දෙදෙනෙකු අධීක්ෂණයෙන් මා බැහැර වීමෙන් ඔවුනට තම අධ්‍යයන කටයුතු වල යෙදීමේ අවස්ථාව අහිමි කළ බවටත් ‘ප්‍රැක්සිස් සාමුහිකය‘ මට චෝදනා නඟා තිබුණි. දෙවනුව කී ශිෂ්‍යයන් දෙදෙනා ගේ අධ්‍යයන කටයුතුවලින් ඉවත් වීමෙන් මා ඔවුන් දෙදෙනා පිළිබඳ ඇති වෛරයත් එනිසා පළිගැනීමත් පෙන්නුම් කරන බව ඔවුහු සඳහන් කළෝය. මා එලෙස ඔවුන් සමඟ වෛර බැඳීමට හේතුව ‘ප්‍රැක්සිස් සාමුහිකය‘ විසින් මා පිළිබඳ කළ දේශපාලන විවේචන බවත් එම විවේචන කළේ ඉහත සඳහන් ශිෂ්‍යයන් දෙදෙනා නොව අන් අය බවත් එහෙයින් ඔවුන් නොකළ දෙයකට මා ඔවුන් හා වෛර බැඳ ඔවුන්ගෙන් පළිගත් බවත් ඔවුහු සඳහන් කළෝය. ඔවුන් මෙයින් පෙන්නුම් කරන්නට තැත් කරන්නේ මා දේශපාලන සුචරිතවාදයෙකු වශයෙන් පෙනී සිටින සදාචාරවිරෝධියෙකු බවයි. ඒ අනුව ඔවුන් මා තක්කඩියෙකු, අමනයෙකු යනුවෙන් හඳුන්වමින් හෙළා දකියි. ‘ප්‍රැක්සිස් සාමුහිකය‘ මට එල්ල කොට ඇති මෙම චෝදනා දෙකම අසත්‍ය බව මම දැනටමත් පෙන්වා දී ඇත්තෙමි.
පළමුව, මා මීට වසර 10කට පමණ පෙර කොළඹ විශ්වවිද්‍යාලයයේ දේශපාලන විද්‍යා අධ්‍යයන අංශයේ තරුණ කථිකාචාර්යවරයෙකු යටි උගුල් අටවා සේවයෙන් පහ කරන තැනට වැඩ සැකසුවේ යැයි නගා ඇති චෝදනාව මම තරයේ ප්‍රතික්ෂේප කරමි. මා එවැන්නක් කිසි කලෙක කර නැත. මා දන්නා පරිදි එම කථිකාචාර්යවරයා විශ්වවිද්‍යාලයේ තාවකාලික සහාය කථිකාචාර්යවරයෙකු වශයෙන් නියමිත වසර දෙකක කාලය සේවය කොට අවසන් වූ පසු ඔහුගේ සේවා කාලය අවසන් වීය. ඉන් පසුව ඔහු එම අධ්‍යයන අංශයේ ස්ථිර සේවයට ඉල්ලුම් කොට බඳවා නොගත්තේ නම් සහ ඒ පිළිබඳ චෝදනාවක් ඇතොත් එය එල්ල කළ යුත්තේ එම අධ්‍යයන අංශයටය, එහි සාමාජිකයන් වන තම ගුරුවරුන්ට සහ සගයන්ටය. වෙනත් අධ්‍යයන අංශයක කථිකාචාරයවරයෙකු වන මා හට දේශපාලන විද්‍යා අධ්‍යයන අංශයේ ගුරුවරයෙකු බඳවා ගැනීමේ ක්‍රියාවලිය තීරණය කළ හැකි යැයි කියන්නෙකු එක්කෝ විශ්වවිද්‍යාලයයේ කථිකාචාර්යවරයෙකු බඳවා ගැනීමේ ක්‍රියාවලිය ගැන නොදන්නෙකි, නැතහොත් හිතා මතා පාඨකයා නොමඟ යවන්නෙකි. මෙම කථිකාචාර්යවරයා විශ්වවිද්‍යාලයේ සේවය කළ අවධියේ ඔහු හා මා අතර සිදුවූ මට මතක වැදගත් සිදුවීම නම් ඔහු විශ්ව විද්‍යාලයේ ශිෂ්‍ය ශිෂ්‍යාවන්ට ‘එක්ස්‘ කණ්ඩායමේ දේශපාලන “න්‍යාය“ ඉගැන්වීමට මුදල් අයකරන්නේ යැයි සාක්ෂ්‍ය සහිතව ශිෂ්‍යයන් මට කළ පැමිණිල්ලක් අනුව යමින් මා එය ප්‍රසිද්ධියේ විවේචනය කිරීමයි. ඔහු ප්‍රසිද්ධියේ මෙම කටයුත්ත කළේය. ගුරුවරයෙකු වශයෙන් මම එය ප්‍රසිද්ධියේ විවේචනය කළෙමි. ඒ පිළිබඳ ඔහු මා හා උරණ වූ බව මම දනිමි. මෙම සිදුවීම මුල්කොට ගෙන මා නිසා එම කථිකාචාර්යවරයා ට විශ්ව විද්‍යාලයයේ කථිකාචාර්ය තනතුරක් ලැබීමේ අවස්ථාව අහිමි වූ බවට ගොඩ නඟා ‘‘එක්ස්‘ කණ්ඩායම‘ විසින් දේශපාලන වාසි තකා ප්‍රචාරය කරනු ලැබූ කතන්දරය දැන් එම කථිකාචාර්යවරයා ගේ අනුගාමිකයන් අත පුරාණොක්තියක් බවට පත්ව තිබේ. මට එරෙහිව එල්ල කළ මෙම චෝදනාව සම්පූර්ණ අසත්‍යයකි. මා දැනගත් පරිදි කිසිම අවස්ථාවක එම කථිකාචාර්යවරයා කොළඹ විශ්වවිද්‍යාලයයේ කථිකාචාරය තනතුරකින් පහකොට නොමැත. ඔහුට මුලින් ලැබුණු වසර දෙකක තාවකාලික සහාය කථිකාචාර්ය තනතුරේ කාලය අවසන් වූ පසු, පසු අවස්ථාවක ඔහු කොන්ත්‍රාත් පදනම මත වසරක් කාලයක් සඳහා ද බඳවා ගෙන කථිකාචාර්ය තනතුරේ සේවය කොට ඇත. දැන් මා මෙම කරුණු ඉදිරිපත් කළ පසු ‘ප්‍රැක්සිස් සාමුහිකය‘ මට එරෙහිව එම චෝදනාව තවදුරටත් ඉදිරිපත් කිරීමෙන් වැළකී ඇත.
දෙවනුව, මා යටතේ පශ්චාත් උපාධි අධ්‍යයනයේ යෙදී සිටි තම දේශපාලන කණ්ඩායමේ සාමාජිකයන් දෙදෙනෙකු අධීක්ෂණයෙන් බැහැර වීමෙන් මා ඔවුනට තම අධ්‍යයන කටයුතු වල යෙදීමේ අවස්ථාව අහිමි කළ බවද අසත්‍යයකි.
ඔවුන් සඳහන් කරන සිසුන් දෙදෙනා ශාස්ත්‍රපති පාඨ මාලාව (course work) හැදැරීමේදී ඔවුනට තම පර්යේෂණ සැළැස්ම සඳහා මඟ පෙන්වීම මට අධ්‍යයන අංශයෙන් පවරා තිබුණි. මෙය එම සිසුන් දෙදෙනා සහ මා අතර අන්‍යොන්‍ය එකඟතාව මුල් කොට ගෙන සිදු වූවකි. ඔවුන් දෙදෙනා ගේ නිබන්ධ සම්පාදනය සඳහා අධීක්ෂකයෙකු බැගින් පත් කිරීම සිදු වූයේ ඔවුන් තම පාඨමාලා කටයුතු සාර්ථකව නිමකළ පසු ව පොදුවේ එම පාඨමාලාව සමත් අනෙක් සිසුන් ද ඇතුළු සියලු දෙනට නිබන්ධ අධීක්ෂකයන් පත් කෙරුණු අධ්‍යයන අංශ රැස්වීමකදී ය. එහිදී ගුරුවරුන්ට සිසුන් අධ්‍යයනය කරන මාතෘකා පිළිබඳ තමන් වෙත ඇති දැනුම මුල් කොට ගෙන තමන් පර්යේෂණ සැළැස්ම සඳහා මඟ පෙන්වීම කළ සිසුන් ම හෝ වෙනත් සිසුන් නිබන්ධ අධීක්ෂණය සඳහා තෝරා ගත හැක. එය ගුරුවරයාගේ කැමැත්තයි. ඒ අනුව මම පර්යේෂණ සැළැස්ම සඳහා මඟ පෙන්වීම කළ සිසුන් නොව වෙනත් සිසුන් නිබන්ධය අධීක්ෂණය සඳහා සඳහා තෝරා ගත්තෙමි. එයට මා හට පූර්ණ අයිතියක් තිබේ. අදාළ අධ්‍යයන අංශ රැස්වීමේදී එසේ කළ එකම ගුරුවරයාද මා නොවේ. පර්යේෂණ සැළැස්ම සඳහා මා මඟ පෙන්වීම කළ සිසුන් දෙදෙනාගේ නිබන්ධ අධීක්ෂණය සඳහාත් ගුරුවරුන් ඉදිරිපත් වු අතර සිසුන්ට ඒ බව ලිඛිතව දැනුම් දෙන ලදී. එම සිසුන් දෙදෙනා කාර්යාලයට පැමිණ එම ලිපි භාරගෙන ඇත. මෙම සිසුන් දෙදෙනාගෙන් අයෙකුට මේ අතරතුර ශිෂ්‍යත්වයක් ලැබී ඇය විදේශගත වීම වෙනත් සිදුවීමකි. ඇයට අවශ්‍ය වීනම් ඇයට මෙරට රැඳී සිට නිබන්ධ රචනයෙහි යෙදීමට කිසිදු බාධාවක් අධ්‍යයන අංශයෙන් සිදු වී නැත. මේ බවට අධ්‍යයන අංශය සාක්ෂ්‍ය දරනු ඇත. ඇයට ලැබුණු නිබන්ධ අධීක්ෂකයා පිළිබඳ කිසියම් ගැටලුවක් ඇයට වී නම් ඒ පිළිබඳ අධ්‍යයන අංශයට කරුණු දැක්වීමටද ඇයට අවකාශ තිබුණි. මා දන්නා තරමින් ඇය එසේ කළේද නැත. ශිෂ්‍යයෙකුට අධීක්ෂකයෙකු පත් කළ පසු අවශ්‍ය වන්නේ නම් ඒ වෙනුවට වෙනත් අයෙකු පත් කිරීම නිරතුරුව සිදුවන්නක් බව ප්‍රසිද්ධ ලේඛන බවට පත්වන විශ්ව විද්‍යාල පාලක මංඩල වාර්තා කියවා බැලීමෙන් දැන ගත හැකිය. මෙම සිදුවීමට අදාළ අනෙක් ශිෂ්‍යයා දැනට තම නිබන්ධ සම්පාදන කටයුත්තෙහි නිරතව සිටින බව මගේ වැටහීමයි. ශිෂ්‍යයන් හා වෛර බැඳ ඔවුන්ගෙන් පළිගන්නා ගුරුවරු හෝ අධ්‍යයන අංශ හැසිරෙනු ඇත්තේ මෙසේ නොවේ. එහෙයින් මා යටතේ පශ්චාත් උපාධි අධ්‍යයනයේ යෙදී සිටි තම දේශපාලන කණ්ඩායමේ සාමාජිකයන් දෙදෙනෙකු අධීක්ෂණයෙන් මා බැහැර වීමෙන් ඔවුනට තම අධ්‍යයන කටයුතු වල යෙදීමේ අවස්ථාව අහිමි කළ බව ‘ප්‍රැක්සිස් සාමුහිකය‘ කීම සම්පූර්ණ අසත්‍යයකි.
මා පිළිබඳ ‘ප්‍රැක්සිස් සාමුහිකය‘ කළ දේශපාලන විවේචන හේතුවෙන් පළිගැනීමට මා ඉහත සඳහන් ශිෂ්‍යයන් දෙදෙනා මගේ අධීක්ෂණයෙන් ඉවත් කළේය යන චෝදනාවෙන් මොවුන් කියා සිටින්නේ මට අවශ්‍ය වී නම් එම සිසුන් දෙදෙනා නිබන්ධ අධීක්ෂණය සඳහා භාර ගත හැකිව තිබුණු බවයි. මා එසේ නොකළේ මන්ද යන්න ප්‍රසිද්ධියේ පැහැදිළි කිරීමට විශ්ව විද්‍යාලයේ ආයතනික පද්ධතියේ සේවය කරන ගුරුවරයෙකු වශයෙන් මට අවසරයක් නොමැත. ගුරුවරයා ශිෂ්‍යයන් පිළිබඳ ඇගයීම් ඇගයීම ඉදිරිපත් කළ යුත්තේ ශිෂ්‍යයාට පෞද්ගලිකවය. මා විශ්ව විද්‍යාලයේ ආචාර ධර්ම පද්ධතියෙන් බැඳී ඇතැයි යන්නේ අරුත එයයි. එම හේතු ගුරුවරයෙකු වශයෙන් මා අධ්‍යාපනය පිළිබඳත් ගුරු-ශිෂ්‍ය සබඳතා පිළිබඳත් දරන අදහස් හා බැඳී පවතියි. ගුරුවරුන් හා ශිෂ්‍යයන් අතර පවතින සම්බන්ධය වෘත්තීයභාවය සහ අන්‍යොන්‍ය විශ්වාසය සහ ගරුකිරීම මත පදනම් විය යුතුය යන්න පොදුවේ පිළිගැනෙයි. එහෙයින් ගුරුවරුන් හා ශිෂ්‍යයන් අතර මතභේද ඇතිවෙතොත් ඒවා ශිෂ්ඨ සම්පන්න ආකාරයට (civility) විශ්ව විද්‍යාල ආයතනික ව්‍යුහය තුළ විසඳා ගැනීමට හැකිවිය යුතුය. සිසුන් අධීක්ෂණය සඳහා මා ඉදිරිපත්නොවීම පළිගැනීමක් වන්නේ මා එසේ කිරීමෙන් සිසුන්ට මගේ දැනුමෙන් ප්‍රයෝජනයක් ලැබීමේ අවස්ථාව අහිමි වී අසාධාරණයක් විණැයි පිළිගන්නේ නම් පමණි. ප්‍රැක්සිස් සාමූහිකයවත් මට එසේ චෝදනා කරන ශිෂ්‍යාවවත් එසේ සිතන්නේ යැයි ඔවුන් මා ගැන කියන දෑ අනුව නම් නිගමනය කළ නොහැක. ඇය විදේශ ශිෂ්‍යත්වයට ඉල්ලුම් කළේ මගේ මඟ පෙන්වීම යටතේ නිබන්ධ රචනයට අවස්ථාව නොලැබී ගිය නිසා යැයි ඇය කියනු ඇත්දැයි මම නොදනිමි.
එසේනම් මොවුන් එකතු වී මට මෙලෙස අභූත චෝදනා නැඟීමට හේතුව කුමක් ද? දේශපාලන උනන්දුවක් ඇති අය විමසා බැලිය යුතු කරුණ මෙයයි. මා අයුතු ලෙස සදාචාර විරෝධියෙකු ලෙස හංවඩු ගසා දේශපාලන තලයෙන් පිටුවහල් කිරීමට උත්සාහ කිරීම සේවය කරන්නේ කුමකටද? දේශපාලන ක්‍රියාකාරිණියක් සහ විශ්ව විද්‍යාල කථිකාචාර්යවරියක් වන ප්‍රභා මනුරත්න මේ පිළිබඳ අදහස් දක්වමින් අපට කියා සිටියේ ‘ප්‍රැක්සිස් කණ්ඩායමේ’ මෙම දුර නොදක්නා දේශපාලනය අන් අය නිහඬ කිරීම අරමුණු කරගත් සයිබර් මැරකම් සහ (cyber bullying) සහ වෛරී කථනයෙන් (hate speech) යුක්තබවයි. එන්න එන්නම මෙම ආකාරයේ දාමරිකකම් විවෘත සෞඛ්‍ය සම්පන්න සංවාදයේ තැන ගැනීම කණගාටුවට කරුණකි. එවැනි මැදිහත්වීම් විශ්ව විද්‍යාල අධ්‍යාපනය දේශපාලනීකරණය වීමේ ගැටළුවෙන් අවධානය වෙන අතකට යොමු කිරීම එක පැහැර කරන්නට සමත් වෙයි. ඊනියා වාම කණ්ඩායම් විසින් කරනු ලබන දේශපාලනිකව අභිප්‍රේරණය ලද මෙම සයිබර් මැරකම් හමුවේ අප කළ යුත්තේ ප්‍රජාතන්ත්‍රවාදී සාකච්ඡා මාවත් සැම දෙනට විවෘතව තැබීමට කටයුතු කිරීම බව ඇගේ අදහස වීය.
මෙම සිදුවීමෙහි හරයෙහි ඇත්තේ ගුරු -ශිෂ්‍ය සබඳතා ‘ප්‍රැක්සිස් සාමුහිකයේ‘ දේශපාලන ක්‍රියාකාරීත්වයට යටත් විය යුතුය යන ඔවුන්ගේ අදහසයි. අධ්‍යාපන තලයේ කටයුතු දේශපාලන තලයට, මහජන තලයට යටත් කිරීම මෙහි අරමුණයි. මෙම මතය න්‍යායිකව ගත් කළ සමාජයේ අධ්‍යාපනය සහ දේශපාලනය වැනි වෙනස් පරිමණ්ඩලයන් ඒ එක එකට හිමි ගතිකයන්ට අනුව ක්‍රියාත්මක වන්නට නම් ඒවා එකිනෙකින් සාපේක්ෂව පැවැතිය යුතුය යන්න ප්‍රතික්ෂේප කරයි. ඒ අනුව මෙය ප්‍රකට කරන්නේ Alain Badiou තම Defeat of the Mind කෘතියේ තර්ක කරන පරිදි අධ්‍යාපනය පිළිබඳ පශ්චාත්-නූතනවාදී ආකල්පය කි. මෙම ආකල්පය පන්ති කාමරය ගුරුවරයාගේ දේශපාලන අදහස් ශිෂ්‍යයන්ට කියා දීමේ ස්ථානයක් බවට පත් කිරීමේ ලිබරල් පිළිවෙත ද සමඟ ගැලපෙයි.
ඉතින්, ‘ප්‍රැක්සිස් සාමුහිකයේ‘ මෙම සමාජ විරෝධී මැරකම් පිළිබඳ කතා කිරීමේ වගකීම පළමුකොටම ඇත්තේ ‘එක්ස්‘ කණ්ඩායමේ සමාජ විරෝධී දේශපාලනය විවේචනය කරමින් සමාජ වගකීමෙන් යුතු දේශපාලනයක් කරන්නෙමැයි පවසමින් ‘එක්ස්‘ කණ්ඩායමෙන් කැඩී ආ පිරිස් වලට ය. දෙවනුව, වත්මන් රජයේ එකාධිපති වැඩ පිළිවෙලට එරෙහිව අන්‍ය ජනවාර්ගික සහ ආගමික යනාදී පීඩනයට ලක්වන කොටස් වල මානව අයිතිවාසිකම් සහ සමාජ සාධාරණත්වය වෙනුවෙන් නිරතුරව පෙනී සිටින සහ රජයේ ප්‍රජාතන්ත්‍රවිරෝධී පිළිවෙතට එරෙහිව හඬ නගන පුද්ගලයන් සහ සිවිල් සංවිධානද ‘එක්ස්‘ කණ්ඩායමේ සමාජ විරෝධී දේශපාලනය ‘එක්ස්‘ කණ්ඩායමෙන් කැඩී ආ පිරිස් අත යළි පණ ගැන්වෙන අයුරු කෙරෙහි අවධානය යොමු කරනු ඇතැයි සිතමි. සිවිල් සමාජයෙන් පුද්ගලයන් සහ කණ්ඩායම් පළවා හැරීමේ අරමුණින් ක්‍රියාත්මක කළ ‘එක්ස්‘ කණ්ඩායමේ දේශපාලනය මෙන් නොව මෙම නව ප්‍රවණතාව එන්නේ සිවිල් සමාජයේ සහ රාජ්‍ය නොවන සංවිධානවල පැත්තෙන් වීම මානව අයිතිවාසිකම්, සමාජ සාධාරණත්වය සහ ප්‍රජාතන්ත්‍රවාදය වෙනුවෙන් ලියන කියන ක්‍රියාකරන අයගේ අවධානයට යොමු විය යුතුය. මා හට එල්ල කරන ප්‍රහාරයට සම්බන්ධ ‘ප්‍රැක්සිස් කණ්ඩායමේ‘ නායකයන් සහ ඉදිරිපෙළ සාමාජිකයන් ‘රැඩිකල්’ දේශපාලන සහ සිවිල් සමාජ ක්‍රියාකාරකම්වල ඉදිරියෙන් සිටින්නන් වන අතර ඔවුන් ජනවාර්ගික අධ්‍යයන කේන්ද්‍ර, ආසියාවේ ප්‍රතිපත්ති සම්පාදනයෙහි ලා තොරතුරු සහ විශ්ලේෂණ සපයන පර්යේෂණ ආයතන, සාමය හා ගැටුම් නිරාකරණය පිළිබඳ පාඨමාලා පවත්වන උප්සලා විශ්ව විද්‍යාලය සහ ‍ෆ්‍රිබෝර්ග් විශ්ව විද්‍යාලය, සහ ඕස්ට්‍රේලියානු ජාතික විශ්ව විද්‍යාලය වැනි සිවිල් සමාජ, ශාස්ත්‍රාලීය ආයතන සහ රාජ්‍ය නොවන සංවිධාන වල රැකියා සහ අධ්‍යයන කටයුතු කොට හෝ කරමින් සිට ඇත. ඒ අතර ඇමෙරිකානු රාජ්‍ය ශිෂ්‍යත්ව ලාභී පශ්චාත් උපාධි ශිෂ්‍යයෝ ද‍ වෙති.
මේ සිදුවෙමින් පවතින්නේ කුමක් ද? මා මෙය දකින්නේ සිවිල් සමාජ සහ රාජ්‍ය නොවන ආයතන සහ මානව අයිතිවාසිකම් සහ ප්‍රජාතන්ත්‍රවාදී අයිතිවාසිකම් රැකීමට යැයි අධ්‍යාපනය දෙන ශාස්ත්‍රාලීය ව්‍යුහ සහ ඇමෙරිකානු රාජ්‍ය ශිෂ්‍යත්ව අරමුදල් ලාභීන් තුළින්ම විසම්මුතිය මර්ධනය කිරීමේ හරයෙන් ෆැසිස්ට්වාදී වන ලක්ෂණ මතුව ඒමයි. අප මෙය වටහා ගන්නේ කෙසේද? මා යෝජනා කරන්නට කැමැත්තේ මෙය පවත්නා දේශපාලන තත්වයන් තුළ ඉහත සඳහන් කළ ආයතන ව්‍යුහයන්හි ලිබරල් සීමාවන් හෙළිදරව් වීමෙහි ප්‍රථිඵලයක් ලෙස මෙම ආයතන තුළට එන්න එන්නම වාම රැඩිකල් කොටස් ඇතුළු කර ගැනීමෙහි ප්‍රථිඵලයක් බවයි. වෙනත් අයුරකින් කියතොත් මෙම ලිබරල් ආයතන ව්‍යුහයන්ට අලුතින් බඳවා ගැනීමට වැඩි වැඩියෙන් ඇත්තේ අලංකාරිකයෙන් අති වාම සහ හරයෙන් ෆැසිස්ට්වාදී මත දරන ඊනියා රැඩිකල්වාදීන් ය.
අවසන් වශයෙන් කිය යුත්තේ, තරුණයන් දේශපාලනයට ඇදී එන්නේ තමන්ගේ අනන්‍යතාව සම්පාදනය කර ගැනීමටය. තම අනන්‍යතාව සකසා ගැනීමේ මඟ අනෙනෙකු සතුරා කොටගෙන ඔහු විනාශ කිරීම යැයි යන අදහස තරුණයන්ට කා වැද්දීම ලෝකයට යහපතක් නොකරයි. එය ලෝකයට වින කටියි. අපගේ තරුණ තරුණියන්ට හැමදාමත් ජනාන්දෝලකයන් ගේ (demagogues) අනුගාමිකයන් බවට පත්වන්නට සිදුවී තිබීම බලවත් අභාග්‍යයක් නොවේද?

Colombo Uni in turmoil

President Mahinda Rajapaksa on Thursday evening appointed Dr. Kumar Hirimburegama, a Grade II
Senior Lecturer and the spouse of current Chairperson of the University Grants Commission (UGC), Prof.
Kshanika Hirimburegama, as the Vice Chancellor of the University of Colombo.
From now onwards, the country’s premier university, Colombo will have a Grade II Senior Lecturer, the
lowest post in the State university system, as its Chief Executive Officer. Dr. Hirimburegama was also the junior most candidate
among the three names submitted by the University Council of the Colombo University to the UGC, for the VC post.
However, his marital relationship to the UGC chairperson appeared to have been an effective substitute for Dr. Hirimburegama’s
relative dearth in academic and professional credentials and in the race for the VC post, those attributes and his and his wife’s
loyalty to the current regime seems to have come in handy. Senior Professor Lakshman Dissanayake, the most senior among
the three nominees was overlooked by President Rajapaksa in favour of Dr. Hirimburegama.
The appointment itself was announced surreptitiously in the evening of Thursday, ahead of a long Vesak holiday.
The news of the appointment was received by the university dons with disdain. Now the academia is up in arms and an
extraordinary meeting of the University Teachers’ Union of the Colombo University has been summoned tomorrow to discuss
future course of action.
“Our position is clear. We are against this appointment because it is made with scant regard for meritocracy or seniority,”
President of Federation of University Teachers’ Associations (FUTA), Dr. Nirmal Ranjith Dewasiri said.
A disgrace
“This is a political appointment and a disgrace,” he charged.
“The entire process (of the appointment of the Colombo VC) has been subjected to manipulation. Dr. Hirimburegama’s
appointment is clear proof that political loyalty has been the main and only requisite for the appointment,” Dr. Dewasiri alleged.
He also said the University Teachers’ Union of the Colombo University, an affiliate of FUTA, would announce its future course of
action. “We will shun him and we will give him time to resign,” he said.
“I don’t know how he acts as the Vice Chancellor when his appointment itself is illegitimate and he is disqualified to the post, in
the eyes of the majority of the university community,” Dr. Dewasiri claimed.
However, Dr. Hirimburegama appears to have one distinction – irrespective of the relative dearth in academic or professional
credentials, he has the support of the powers that be.
Minister of Higher Education, S.B. Dissanayake, said, “The President wanted someone who would stand with the government for
its policy. That may be why he was appointed.”
Dissanayake, who is known to have a severed relationship with FUTA, was dismissive towards concerns raised by the Federation
and the Colombo University dons.
“They can say and do whatever they want. We don’t care. Remember they held a major strike recently,” he added.
Dr. Hirimburegama’s appointment is the lowest point in the politicization of local university appointments in recent times.

විශ්වවිද්‍යාල ආචාර්යවරුන් කම්කරුවන් වීම පිළිබඳ ආඩම්බරයෙන් ලියමි

සී. ඒ. චන්ද්‍රප්‍රේම මහතා මැයි 26 වෙනි ඉරිදා දිවයින පුවත්පතට සපයා තිබූ ලිපිය විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ වෘත්තීය සමිති ක්‍රියාකාරකම් සම්බන්ධ විවේචනයකට වඩා ඒ සම්බන්ධ අගය කිරීමක්‌ ලෙස සැලකීමට මම කැමැත්තෙමි. කෙසේ වෙතත් 'අගය කිරීම' නම් ඔහුගේ අභිප්‍රාය නොවූ බව පැහැදිලිය. ඔහුගේ ප්‍රධාන අභිප්‍රාය ලෙස පෙනෙන්නේ ඔහුම ප්‍රකාශ කරන ආකාරයට ''මේ සුපිරි පැලැන්තියේ උදවිය සාමාන්‍ය කම්කරුවන් මෙන් මහ පාරේ හැසිරෙන ප්‍රවණතාවය'' එළිදරව් කිරීමයි. කනගාටුවකට මෙන් චන්ද්‍රප්‍රේම මහතාට මතක්‌ කිරීමට සිද්ධවන්නේ එහි අමුතුවෙන් චන්ද්‍රප්‍රේම මහතා ලවා එළිදරව් කරවීමට කිසිවක්‌ ඇත්තේ නොමැති බවයි. මක්‌නිසාද යත් එය අපගේ අරමුණම වන හෙයිනි. ඒ මහතා ඉතාම නිවැරදිව ප්‍රකාශ කරන පරිදි ''පසුගිය 21 වනදා පවත්වන ලද වැඩ වර්ජනයේ තීරුබදු රහිත වාහන බලපත්‍ර ලාභී වෘත්තිකයන් පිරිසක්‌ මහ මග උද්ඝෝෂණය කළේ නම් ඒ විශ්වවිද්‍යාල ආචාර්යවරු පමණි''.

පසුගිය වසර තුනක පමණ කාලයක්‌ තිස්‌සේ අප නියෑළී සිටි අරගලය තුළ අත්පත් කර ගැනීමට උත්සාහ කළ ජයග්‍රහණ සම්බන්ධව මීට වඩා ඉහළ අගය කිරීමක්‌ තවත් කාගෙන් නම් ලබාගන්න ද?

චන්ද්‍රප්‍රේම මහතාගේ ලිපියේ මාතෘකාව 'විශ්වවිද්‍යාල ආචාර්යවරුන් කම්කරුවන් වීම' යන්නයි. ඇත්ත වශයෙන්ම විශ්වවිද්‍යාල ආචාර්යවරු ද කම්කරුවන් කොටසක්‌ වේ. කම්කරුවන් යනු තම ශ්‍රම ශක්‌තිය අලෙවි කොට ඊට වේතනයක්‌ ලබා ගන්නා අයයි. මේ නිර්වචනයට අනුව විශ්වවිද්‍යාල ආචාර්යවරු ද කම්කරුවන් කොටසක්‌ වෙති. ඒ නිසා චන්ද්‍රප්‍රේම මහතාගේ ලිපියේ මාතෘකාව ගැන කිසිවකු කලබල විය යුතු නැත.

ඉංග්‍රීසියෙන් ලිවීමට ඇති හැකියාව හැරුණු කොට චන්ද්‍රප්‍රේම මහතා බැරෑරුම් මාධ්‍යවේදියෙක්‌ ලෙස මම නොසලකමි. සාක්‌ෂි ඒ මහතාම සපයයි. මෙන්න ඒ මහතාගේ විදග්ධ වචන  ''අප විශ්වවිද්‍යාලයේ සිටි සමයේ විශ්වවිද්‍යාල ආචාර්යවරුන්ට දැන් ලබන ආකාරයේ ඉහල වැටුප් තිබුණේ නැත. තීරුබදු රහිතව වාහන ගෙන්වා ගැනීමට බලපත්‍ර හෝ ණය පහසුකම් තිබුණේ නැත. ඒ කාලයේ ජ්‍යෙෂ්ඨ කථිකාචාර්යවරු පවා බස්‌වල යනු අපි අනන්තවත් දැක ඇත. නමුත් එදා ඔවුන් කම්කරුවන් මෙන් මහමග සටන්පාඨ කීවේ නැත. ඒ කාලයේ විශ්වවිද්‍යාල ආචාර්යවරු තම වෘත්තියේ ගරුත්වය රැකගෙන සිටිය හ.''

අඩුම තරමින් චන්ද්‍රප්‍රේම මහතා මෙවැනි සම්පප්‍රලාප ලිවීමට පෙර තමන් රැකියාව කරන දිවයින හා දි අයිලන්ඩ් පුවත්පත්වල විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ වැටුප් ප්‍රශ්නය ගැන ලියෑවුණු කතුවැකි හෝ කියවා බැලීම උචිතය.

චන්ද්‍රප්‍රේම මහතා තරුණ කාලයේ මමත් තරුණයෙකි. ඒ මහතාත් මමත් එකම විශ්වවිද්‍යාලයේ ඉගෙන ගත්තා පමණක්‌ නොව එකම ශිෂ්‍ය සංගමයේ සාමාජිකයන් වීමු. ඒ මහතා ඒ කාලයේ විශ්වවිද්‍යාලවල සිටි පතාක යෝධයන් ලෙස හඳුන්වන අය මම ද දනිමි. නමුත් මේ පතාක යෝධයන් 'කම්කරුවන් මෙන් මහ මග සටන් පාඨ'' නො කීම ඒ අය පිළිබඳ අගය කිරීමක්‌ ලෙස දැක්‌වීම සම්බන්ධයෙන් නම් ඒ බොහොමයක්‌ දෙනා චන්ද්‍රප්‍රේම මහතා සමඟ දැඩි ලෙස කෝප වන බව නම් නො අනුමානය. මක්‌නිසාද යත්á මේ බොහොමයක්‌ දෙනා රැඩිකල් දේශපාලනය සමඟ සම්බන්ධව සිටි හෝ එය අගය කළ අය නිසා ය. විශේෂයෙන්ම කම්කරු ව්‍යාපාර සම්බන්ධව දැඩි අනුරාගයකින් කටයුතු කළ මහාචාර්ය කුමාරි ජයවර්ධන වැන්නියක්‌ චන්ද්‍රප්‍රේම මහතාගේ ප්‍රභූවාදී ප්‍රවාදය තහවුරු කිරීම සඳහා යොදාගනු ලැබ තිබීම අතිශය ෙ€දවාචකයකි. එපමණක්‌ නොව මහාචාර්ය ඔස්‌මන්ඩ් ජයරත්න, ඩොරික්‌ ද සූසා වැනි තම ඊනියා 'වෘත්තීය ගරුත්වය' සතපහකට ගණන් නොගෙන කම්කරුවන් සමඟ හරි හරියට ''මහ පාරේ හැසිරුණු'' පතාක යෝධයන් චන්ද්‍රප්‍රේමට අමතක වී ඇති හැඩයි.

චන්ද්‍රප්‍රේම මෙසේ කියයි( "අද විශ්වවිද්‍යාලයක ආචාර්යවරුන් හා සුළු සේවකයන් අතර වෙනසක්‌ නැත. අප තරුණ කාලයේ මහ පාරේ පුවරු ඔසවාගෙන සටන් පාඨ කෑගසන විශ්වවිද්‍යාල ආචාර්යවරුන් දුටුවේ නම් අප විශ්වවිද්‍යාලයට එන්නේද නැත" චන්ද්‍රප්‍රේම 'අප' යයි කියන්නේ කාටදැයි මම නොදනිමි. මා නම් දන්නා විදිහට එකල අපගේ පරමාදර්ශ වූයේ ඔස්‌මන්ඩ් ජයරත්න, කුමාරි ජයවර්ධන, නිව්ටන් ගුණසිංහ වැනි ගුරුවරුය. මේ අයට නම් "මහ පාරේ පුවරු ඔසවාගෙන සටන් පාඨ" කීම පිළිබඳව කිසිදු ගැටලුවක්‌ තිබුණේ නැත.

කෙසේ වෙතත් චන්ද්‍රප්‍රේම මහතා අප සමඟ ඇති දැඩි කේන්තිය නිසාදොa අල්ලේ පැළවෙන බොරු විශාල ප්‍රමාණයක්‌ ද කියා ඇත. සාමාන්‍යයෙන් අපගේ මහජන උද්ඝෝෂණවල "එන්න කියාපිය" "දෙන්න කියාපිය" වැනි වදන් භාවිත කරන්නේ නැත. එපමණක්‌ නොව අපගේ උද්ඝෝෂණවලදි සාමාන්‍යයෙන් හඬනඟා සටන් පාඨ කීමක්‌ සිදුවන්නේද නැත. අප කරන්නේ නිහඬව විරෝධතා පුවරු ප්‍රදර්ශනය කිරීම පමණි. ඒ සම්බන්ධව වැඩි දුර තොරතුරු චන්ද්‍රප්‍රේම මහතාට දිවයින පුවත්පතේම අපගේ මහජන උද්ඝෝෂණ ආවරණය කිරීමට පැමිණෙන මාධ්‍යවේදීන්ගෙන් අසා දැනගත හැක.

අපගේ ඉල්ලීම් ලැයිස්‌තුවේ 3.5.2.3 වගන්තියෙන් විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ ළමුන් දෙදෙනකුට පෞද්ගලික පාසලකට ගාස්‌තු ගෙවීමට වෙනම දීමනාවක්‌ ඉල්ලා සිටියේ ය" යන්නද එවැනි ගල් පැලෙන බොරුවකි. මේ බොරුවව අපගේ වැඩවර්ජනය කාලයේ අපට විරුද්ධව දසදහස්‌ වරක්‌ යොදා ගනු ලැබූ එමෙන්ම අපද එවැනිම වාර ගණනක්‌ පිළිතුරු දෙනු ලැබූ කරුණකි. වෙනෙකක්‌ තබා මේ සම්බන්ධ තත්ත්වය මා චන්ද්‍රප්‍රේම මහතාට ද මගෙන් විමසන ලදුව පැහැදිලි කොට දී ඇත. ඒ මහතාට එම පැහැදිලි කිරීමට සවන් දීමට අවශ්‍ය නැත. අවුරුදු තිහකට ආසන්න කාලයක්‌ තිස්‌සේ චන්ද්‍රප්‍රේම මහතාගේ චින්තනය සම්බන්ධව කිට්‌ටු නිරීක්‌ෂකයෙක්‌ වන මට ඒ මහතා අනුගමනය කරන මෙම ගොබෙල්ස්‌ ක්‍රමය හොඳින් තේරුම් ගත හැක. ඒ සම්බන්ධව මට ඒ මහතාට කීමට ඇත්තේ මෙවැන්නකි. තම උපක්‍රමය පිළිබඳව සතුරා සියයට සියයක අවබෝධයක්‌ ඇතිව සිටින විට උපක්‍රමය ඵලදායක නොවන බවයි.

අපිට මීට තරමක්‌ වෙනස්‌ ලෙස ද චන්ද්‍රප්‍රේමගේ මේ පට්‌ටපල් බොරු දෙක දෙස බැලිය හැකිය. මේ කියන දේ සත්‍ය යෑයි අපි මොහොතකට විශ්වාස කරමු. එවිට අපිට මෙසේ විමසිය හැකිය. "ඔව් ඉතින් මොකද කියන්නෙ?" මහජන උද්ඝෝෂණවලදී "එන්න කියාපිය" "දෙන්න කියාපිය" වැනි වදන් භාවිත කිරීමේ ඇති වරද කුමක්‌ද? චන්ද්‍රප්‍රේම මහතා කතා කරන්නේ දේශපාලනයේ සදාචාරය ගැන නම් ඒ මහතා ගැන හොඳින් දන්නා මා වැන්නෙක්‌ සමඟ දේශපාලන සදාචාරය ගැන පැටලීමට පෙර ඒ මහතා දෙවරක්‌ සිතා බැලිය යුතුය.

කෙසේ වෙතත් පසුගිය කාලයේ අපගේ අරගලයේ මූලික අංගයක්‌ වූයේ විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ වෘත්තීය අරගලය පොදුවේ සමස්‌ත කම්කරු පංතියේ අරගල සමඟ බද්ධ කිරීමයි. අපගේ අරගලයේ ශක්‌තිය වූයේ ද එයමයි. පසුගිය 21 වනදා පැවැති සංකේත වර්ජනය සම්බන්ධව චන්ද්‍රප්‍රේම මහතා නොදන්නවා සේ පෙනෙන කරුණක්‌ පැහැදිලි කිරීමට මම කැමැත්තෙමි. එම සංකේත වර්ජනයට සහභාගි වීමට තීන්දු කරනු ලැබූ සෑම පීඨයකම හා විශ්වවිද්‍යාලයකම එය සියයට සියයක්‌ම සාර්ථක විය. මා අයත් කොළඹ විශ්වවිද්‍යාලය සහ තවත් ස්‌ථාන කීපයක්‌ විවිධ හේතු මත (අවශ්‍ය නම් පසුව හේතු මොනවාදැයි දැක්‌වීමටද පුළුවන) වර්ජනයට සහභාගි විමට තීන්දු ගනු නොලැබූ බැවින් එම ස්‌ථානවල වර්ජනය ක්‍රියාත්මක නොවීය.

අපගේ ප්‍රකාශිත අරමුණ වන්නේ විශ්වවිද්‍යාල ආචාර්යවරු සමාජයේ වරප්‍රසාද භුක්‌තිවිඳිමින් ප්‍රභූ පංතියේ කොටසක්‌ ලෙස ජීවත් වන කොටසක්‌ බවට පත් කිරීම නොව තම අයිsතිවාසිකම් සම්බන්ධව සංවේදීවන සහ සටන් කරන අතරම සෙසු පීඩිත සමාජ කොටස්‌වල අයිතිවාසිකම් සම්බන්ධයෙන්ද සංවේදී වන සහ ඒ කොටස්‌වල අරගලවලට සක්‍රීය ලෙස දායක වෘත්තික කණ්‌ඩායමක්‌ බවට පත්කිරීමයි. ඇත්ත වශයෙන්ම අපට ඇති ගැටලුව වන්නේ පැහැදිලි ප්‍රායෝගික ගැටලු නිසා එය අපට අවශ්‍ය තරම් ප්‍රමාණවත් ලෙස සිදුකිරීමට නොහැකි වී තිබීමයි. කෙසේ වෙතත් චන්ද්‍රප්‍රේම මහතාගේ විවේචනයෙන් පෙනී යන්නේ අපගේ වෑයම තරමක්‌ දුරට හෝ සාර්ථක වී තිබෙන බවයි.

කෙසේ වෙතත් චන්ද්‍රප්‍රේම මහතාගේ චෝදනාව වන්නේ අපගේ ඊනියා ප්‍රභූවාදී ඉල්ලීම් සහ මෙම "කම්කරුවාදී" නැඹුරුව එකිනෙකට පරස්‌පර බවයි. චන්ද්‍රප්‍රේම අපගේ ඉල්ලීම් ලැයිස්‌තුවේ තිබුණායෑයි කියූ ඉල්ලීම් සත්‍ය යෑයි මොහොතකට සිතමු. ඒවා චන්ද්‍රප්‍රේම සඳහන් කරන ආකාරයේ සුපිරි ඉල්ලීම්ද? ඒවා සුපිරි ඉල්ලීම් වෙනවා නම් එසේ වෙන්නේ යම්කිසි වෘත්තිකයන් පිරිසක්‌ මෙම ඉල්ලීම් "අපිට පමණක්‌ දෙනු, වෙන කිසිවකුට නොදෙනු" යෑයි කියන්නේ නම්ය. මගේ අදහස වන්නේ මේ රටේ ඕනෑම පුරවැසියකුට තමන්ට තම දරුවන්ගේ අධ්‍යාපනයට වැයවන මුදල් රාජ්‍යයෙන් ඉල්ලා සිටීමට අයිතියක්‌ තිබෙන බවයි. ඒ මක්‌ නිසා ද යත් දෙමාපියන්ට තම දරුවන්ගේ අධ්‍යාපනය සඳහා අතින් වියදම් දැරීමට සිද්ධ වී තිබෙන්නේ රාජ්‍යය අධ්‍යාපනය සම්බන්ධ තම වගකීමෙන් ක්‍රමයෙන් ඉවත්වෙමින් සිටින නිසාය. චන්ද්‍රප්‍රේම මහතාගේ නරුම 'කොළපාට සමාජය' තුළ නම් මෙවැනි පහසුකම් ප්‍රභූන්ට පමණක්‌ වෙන් වූ වරප්‍රසාද වීම තේරුම් ගත හැකිය. නමුත් අප ගොඩනැංවීමට උත්සාහ කරමින් සිටින සමාජ-දේශපාලන කතිකාව තුළ අධ්‍යාපනය ලැබීම, යහපත් නිවසක ජීවත්වීම, අන්තර්ජාල පහසුකම් ලබා ගැනීම වැනිදේ අප සලකන්නේ සෑම පුරවැසියකුටම ලැබිය යුතු හිමිකම් ලෙසයි. ඒ නිසා මෙවැනි පහසුකම් සඳහා වෛද්‍යවරු, විශ්වවිද්‍යාල ආචාර්යවරු, මැති ඇමතිවරු වැනි පිරිස්‌ පමණක්‌ නොව කසළ ශෝaධක වෘත්තියේ නියෑළෙන්නන් පවා සටන් කළ යුතුය.

කථිකාචාර්යවරු බිඳවැටීම සම්බන්ධයෙන් චන්ද්‍රප්‍රේම මහතාගේ තුට්‌ටු දෙකේ කතාවලට වඩා බැරෑරුම් සාකච්ඡාවක්‌ විශ්වවිද්‍යාල ආචාර්යවරු අතරම ගොඩනැගෙමින් තිබෙන බව ඒ මහතාට මතක්‌ කර දිය යුතුය. එ පමණක්‌ නොව ඒ මහතාට මතක්‌ කරදිය යුතු තවත් දෙයක්‌ තිබේ. එනම් මේ මොහොතේ චන්ද්‍රප්‍රේම මහතා දේශපාලනමය වශයෙන් සහයෝගය දෙමින් සිටින්නේ පරිහානියට පත් විශ්වවිද්‍යාල එයින් ගොඩගැනීමේ ව්‍යාපෘතියට නොව ඒ ක්‍රියාවලිය පරිසමාප්තියට පත්කොට විශ්වවිද්‍යාලවල මළ බෙරය වැයීමේ ව්‍යාපෘතියට බවයි. මෙහිදී ඒ මහතාට අවශ්‍ය නම් සුළු පරීක්‌ෂණයක්‌ සිදුකර බලන ලෙස යෝජනා කිරීමට කැමැත්තෙමි. එනම් විශ්වවිද්‍යාලවල පරිහානියේ වර්තමාන හොඳම ප්‍රතිඵල ලෙස සැලකිය හැකි කථිකාචාර්යවරුන් ගැවසෙන්නේ කොහේ ද යන්නයි. චන්ද්‍රප්‍රේම මහතාත් ගැවසෙන ආණ්‌ඩුවේ විවිධ ආයතනවල සහ ඇමතිවරුන්ගේ අගුපිල්වලින් එවැනි කථිකාචාර්යවරු විශාල වශයෙන් සොයාගැනීමට ඒ මහතාට හැකිවනු ඇත. එසේම පතාක යෝධයන් ලෙස චන්ද්‍රප්‍රේම මහතාගෙන් බුහුමන් ලබන පිරිසෙන් දැනට ජීවත්වන අය පසුගිය විශ්වවිද්‍යාල ආචාර්යවරුන්ගේ අරගලය සම්බන්ධයෙන් දක්‌වනු ලැබූ ආකල්පයත් අවශ්‍ය නම් සොයා බැලීමට ඒ මහතාට පුළුවන. එවිට ඒ මහතාට විශ්වවිද්‍යාල අර්බුදය තුළ තමන්මවත් නිවැරදිව ස්‌ථානගත කර ගැනීමට හැකියාව ලැබෙනවා ඇත.
